THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0083-09 SUPERVISORY POLICE OFFICER (TITLE 5), Position Description Number T0085000 in FAC 43CP02 and is part of the MO 131st Bomb Wing.
APPOINTMENT FACTORS: This is a Title 5 Permanent Excepted Service position. This is a non-bargaining unit position.
Duties
Plans, organizes, and directs flight operational activities, ensuring security and law enforcement functions comply with legal/regulatory requirements and meet customer needs.
Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization.
Balances workload and provides overall direction and vision on a wide range of crime protection, prevention, and administrative issues.
Performs and enforces the full range of police officer duties within the military installation.
Pursues and apprehends or directs apprehension of person(s) fleeing a crime scene or attempting to resist arrest; carries a firearm as required.
Mirandizes suspects, preserves evidence, and testifies in court as it pertains to enforcing laws and regulations on a military installation.
Exercises supervisory management responsibilities.
Establishes, develops, and maintains effective working relationships with personnel, manpower, other staff officials, and municipal and other law enforcement departments.
Meets with security forces branch/section chiefs and supervisors to explain resources and training organizational policy and procedures, resolve problems that arise, and gather program feedback.
Performs the full range of installation perimeter access control duties.
Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques.
Hears and resolves group grievances and employee complaints referred by employees.

Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency.

Requirements
- May be required to work comp-time or overtime to meet workload demands. May be required to work an uncommon tour of duty, to include nights, weekends, holidays, rotating shifts, and recall.
- Incumbent(s) of this position is subject to the possibility of a random drug test.
- Must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/physical agility tests, meet established hearing standards, and discern colors, contrast, and depth.
- Incumbent must be qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.

- In accordance with the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968, an individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

- Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
Qualifications
GS-09 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates your ability to coordinate, implement, and provide training for a police officer force at a military installation; perform and enforce a full range of police officer duties such as apprehension and detention, conducting preliminary and final short-term investigations of a broad range of alleged and actual crimes, investigating crimes and suspected criminal activities; interviewing witnesses; securing crime scenes, and compiling and preserving evidence. The specialized experience must also demonstrate your ability to respond to calls for emergency assistance and makes apprehensions and arrests; perform full range of installation perimeter access control duties; provide a safe and secure by ensuring that commercial vehicles and visiting personnel requesting entry into the Installation are properly screened and searched; and defend Protection Level Resources by patrolling restricted/controlled areas, responding to security incidents and performing immediate visual assessments. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.
LAUTENBERG AGREEMENT: This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g) (91)). Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001).
INVESTIGATION OF FITNESS: A character investigation will be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government. Such investigations will be conducted under the security requirements of the hiring agency.

Education
