THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-0080-12 INFORMATION SECURITY SPECIALIST (TITLE 5), Position Description Number T5003000 in FAC 11M100 and is part of the MO 131st Bomb Wing. APPOINTMENT FACTORS: This is an Indefinite Title 5 Excepted Service position. This is a non-bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

Serves as the Wing Information Protection Program Manager executing/enforcing all operational, functional, and mission assurance aspects of the program. Interprets National Guard Bureau (NGB), Air National Guard (ANG), Air Force (AF), Department of Defense (DoD), and other federal regulations for information security processes as they apply and are implemented within the Wing. Demonstrates expert knowledge of the information security field that is necessary to provide effective guidance, training, and direction to subordinate squadron level organizations/activities/units. Establishes and maintains liaisons with senior personnel at wing, NGB, ANG, and MAJCOM. Prepares information security review reports and provides recommendations and advice. Analyzes and evaluates the classification downgrading, declassification, and destruction programs. Evaluates compliance of activities with complex security requirements, identifies deficiencies, and ensures corrective action is identified for each deficiency found. Prepares ISPR reports and briefs commanders on requirements and recommendations. Researches, evaluates, prepares, and disseminates replies to policy questions relative to all assigned programs. Uses initiative and resourcefulness in researching and implementing new and improved security methods and procedures. Collects, assembles, analyzes, and assesses background, data and other intelligence information. Recommends studies that frequently cross organizational and functional boundaries, and have the ability to significantly affect budgets and resources. Analyzes problems, mission vulnerabilities, security impacts to mission assurance, and convergence difficulties involving one or more security disciplines and makes recommendations for solutions. Oversees the development of recurring education and training for Top Secret Control Officers (TSCO) and Original Classification Authorities (OCA). Performs other duties as assigned.

Requirements

  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • Management has the right to convert this position to permanent status without re-advertising.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
  • Employment can be terminated with a 30 day notice.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • This position is advertised for the Jefferson Barracks and Whiteman AFB locations. The decision of where this position will be located will be determined at the time of the selection.
  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • The employee will be required to obtain and maintain a TS-SCI security clearance.

Qualifications

GS-12 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates the ability to develop, implement, and manage law enforcement, physical security, installation security, and Anti-Terrorism and Force Protection (AT/FP) programs; provides protection against possible theft, unauthorized entry, espionage, sabotage, and subversion from both internal and external threats; performs analytical and evaluative duties related to the business of security; and investigates and analyzes a variety of security issues. The specialized experience must also demonstrate the ability to exercise supervisory personnel management responsibilities; plan, organize, and direct operational activities, ensuring security and law enforcement functions comply with legal/regulatory requirements and meet customer needs; establish, revise, or review policies, procedures, mission objectives, and organization design as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or respond to concerns with regulatory compliance and/or customer requirements; plan work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments. Department of Defense Security Fundamentals Professional Certification (SFPC), Security Program Integration Professional Certification (SPIPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.

This job does not have a qualification requirement that allows substitution of education for specialized experience.
