THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SEXUAL ASSAULT PREVENTION AND RESPONSE OFFICER, Position Description Number T0069000 and is part of the OH CoS Command Admin Office, National Guard. Purpose of position is to manage/maintain Army(ARNG)/Air(ANG) NG Sexual Assault Prevention and Response Program for the State ensuring victims are treated in a dignified, respectful, and considerate manner by all assisting personnel.

Duties

As a SEXUAL ASSAULT PREVENTION AND RESPONSE OFFICER, GS-0101-13, you will perform the following duties: 1. Serves as State Sexual Assault Prevention and Response Officer (State SAPR) to comply with Department of Defense (DOD) and National Guard Bureau (NGB) requirements to develop, manage, and assess climate and culture, prevention and response programs and activities for sexual assault and other areas of interpersonal violence and victim needs across the state, as directed by The Adjutants General (TAG). TAG's consultant and coordinator for sexual assault response and secondary prevention activities across the state involving the institutionalization of a culture of respect and the Army and Air Force core values. Creates and/or modifies the State's plans, milestones, and evaluation measures (including metrics) to promote success in meeting TAG's goals and objectives. Engages with stakeholders to establish and implement a communication strategy at the State, expanding awareness and secondary prevention of sexual harassment, sexual assault, and intimate partner violence. Directs efforts to prevent re-victimization to affect a zero-tolerance policy for retaliation. Ensures that SARCs have the support and resources needed at the unit to reinforce TAG SAPR priorities and validate that SAPR program plans are effective across the Brigades and Wings leadership. Serves as the focal point of communication and consolidation of data within the State and between the State and NGB SAPR for relevant health of the force information, data calls, requests, trend reporting, policy issues, and working group participation. Reviews issues, concerns, and formal complaints from the SARCs and VAs for possible forwarding to NGB. During imminent risk of serious harm or death, notify the DPH and law enforcement and provide physical support by being present until the DPH can coordinate the appropriate next steps. Direct the victim to DPH, or civilian authorities if DPH is unavailable, when a sexual assault or domestic violence case involves child abuse or a victim under the age of 18. 2. Oversees work to be accomplished by Brigade and Wing SARCs, to include Alternate (Alt) SARCs and VAs to support Brigade and Wing Commanders; sets priorities and establishes schedules for work completion. Assigns work based on priorities, requirements of assignments and capabilities of employees. Provides mentorship and professional development for BDE and Wing SARCs. Advises and aides in program implementation, response procedures, and case management of Brigade SARCs, Wing SARCs, to include Alt SARCs and VAs. Serves as the Co-Chair to coordinate attendance and participation of stakeholders at the monthly and quarterly state Case Management Group meetings ensuring TAG is aware of victim care and support being provided, investigative case status, and any issues/barriers encountered. Confirms with TAG that accurate Case Management Group minutes are documented in DSAID. 3. Completes training and obtains system access for funds management and execution IAW applicable fiscal and budgetary guidance. Reviews Brigade and Wing SARCs spend plans, programs, guidelines, and validates budget utilization to address sexual assault prevention and response across the state. Provides budget execution and spend plans to NGB J1-SAPR. 4. TAG's principal advisor responsible for understanding, implementing, and communicating DOD and NGB policies and guidance. Reviews Sexual Assault policies and programs to identify barriers, if any, and advises TAG relative to their impact on National Guard policy to overcome high-risk areas and potential offender behaviors. Recommends program and policy changes or new actions to NGB SAPR, TAG, Chief of Staff, and Human Resources Officer as applicable. Provides guidance and advice to TAG, Commanders, Supervisors, officers, and senior enlisted managers regarding statutory and regulatory requirements. 5. Requirements

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • May be required to carry an electronic device (cellular phone) to facilitate immediate access for response to reported sexual assaults.
  • This is a position of public trust with a moderate sensitivity risk level.
  • Position requires a SECRET security clearance.
  • Position is covered by Domestic Violence Misdemeanor Amendment (30 September 96) of Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Requires successful completion of an 80-Hour Foundation Course/SAPR training course and completion of all requirements to obtain D-SAACP Certification within 6 months of hire.

Qualifications

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

or

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.

or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
