This position serves as a Government Information Specialist as the Privacy and Freedom of Information Act Officer for the Office of Director Health Administration Service (HAS) at VA Puget Sound Healthcare System.
Duties
Duties include but not limited to:
Implements, manages and evaluates the Privacy and Freedom of Information Act programs in the facility by distributing information, preparing facility-specific guidance, reviewing facility processes and products for compliance with program requirements, and assessing the facility privacy posture through periodic evaluation of the facility's collection, use, storage and maintenance of sensitive personal information.
Develops facility-specific privacy and FOIA training materials, as needed, and provide training within the facility to staff and programs, as required.
Process complaints and investigate allegations of illegal or improper activities related to the handling or release of privacy protected information.
Initiates and conducts internal compliance reviews, assessments and audits within the facility.
Reviews and approves all Research Studies, Memorandums of Understanding, Data Use Agreements or Data Transfer Agreements where such documents are required for the sharing of VA privacy protected data between the facility and another party, such as another Federal agency.
Reviews and respond to appeals of denials of FOIA requests.
Participates as Privacy/FOIA representative on facility and regional committees, teams, and work groups with information security and privacy related functions and responsibilities.
Work Schedule: Monday - Friday 8:00 am - 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/03/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized Experience includes the following duties: overseeing the privacy/FOIA, or data governance programs, analyzing the effectiveness, and efficiency of the Healthcare programs to formulate, define or update and implement current or updated policy to ensure compliance with federal and state laws, regulations and guidelines while educating, and coaching Executive leadership, managerial, and front-line staff to ensure compliance with FOIA regulations.
