The incumbent of this position will serve as an Accounting Technician for Atlanta VAMC Finance Department. The incumbent will be expected to perform duties as assigned. The primary purpose of this position is to perform a variety of duties encompassing classifying accounting transactions; maintaining and reconciling accounts; closing accounts and preparing reports and statements; and analyzing accounting data; and examining accounts.
Duties
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-07. At the GS- 05 and GS-06 grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-07. Duties include but are not limited to:
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. For a GS-6 you must have served 52 weeks at the GS-5.For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
GS-5 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: classifying accounting transactions, maintain and reconcile accounts, close accounts and prepare reports and statements; Researches discrepancies between ledgers and makes adjustments. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: to apply skills and knowledges to routine and non-routine assignment; and adherence to basic policy and instructions; researches, reconciles detailed listings of outstanding transactions to general ledger accounts; participates in internal audits of Fiscal programs.
GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintaining control accounts and subsidiary accounts; classifying accounting transactions; maintaining and reconciling accounts; closing accounts; preparing reports and statements; analyzing accounting data; examining accounts; reconciling subsidiary ledgers to general ledgers for accounts having a variety of transactions; researching discrepancies between ledgers and making adjustments; reconciling daily/monthly register printouts with individual accounting transactions; identifying errors in payment or obligation entries; experience with obligations; accrued expenditures; disbursements; appropriation refunds; reimbursable orders; earnings; collections; expenditure vouchers; cost transfers; rejected transactions; inter-fund bills; travel; training orders; receivables and other accounts in connection with the general ledger.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is principally sedentary. There is occasional lifting of computer-generated schedules and files. Occasional travel may be required.

Education
There is no educational substitution at this grade level.
As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
