WHAT IS THE AP- APPEALSDIVISION?

Vacancies will be filled in the following specialty areas:
10 positions will be filled in the Independent Office of Appeals: Case & Operations Support (C&OS)/Acct & Proc Supp/APS (Special Program)/CIT Area 1 Team 2.
The following are the duties of this position at the full working level.
Researches and analyzes each case to determine the scope and nature of the complex interest calculation.
issues and problems.
Researches and resolves the most complex interest calculations which include the net rate interest netting process of overlapping periods of debit and credit interest, and other special situations.
Research or reconstruct data completing analysis of the conditions and complicating factors including numerous computational errors, multiple tax years, and multiple adjustment issues to compute complex interest calculations.
Prepares appropriate documentation for and inputs adjustments, credit transfers, etc. incorporating computations to initiate resolution of all case issues including tax, penalties and interest.
Serves as a technical advisor to other functional offices, taxpayers and representatives on complex interest calculation matters.
Identifies computer conditions and programming errors resulting in inconsistent interest computations and provides analysis for the correction of computer errors.
Prepares internal procedures that provide for consistency in the application of tax law under manual computation procedures or for issues that are not covered by existing procedures.
Serves as classroom instructor, OJT coach, and quality reviewer.
Qualifications
You must meet the following requirements by the closing date of this announcement:
QUALIFICATION REQUIREMENTS:
SPECIALIZED EXPERIENCE GS-09:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-08 grade level in the Federal service. You MUST have all of the following specialized experience listed: Experience calculating restricted interest on complex and highly sensitive cases involving those where taxes, penalties and interest are due or payable; and experience in using automated computation tools for the manual computation of interest. AND Experience in transcript analysis, researching and identifying various types of tax returns, claims, problems (carry backs/carry forwards, net operating loss), and selecting necessary methods to resolve complex interest issues; AND Experience researching Internal Revenue Code, regulations, court decisions and/or ADP guidelines to protect statutes and resolve taxpayers accounts.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
