Duties
The purpose of this position to serve as a second level supervisor (Division Chief) with technical and administrative supervisory responsibilities to include the oversight of subordinate staff performing work related to an assigned functional area.
Develops policies, coordinates, and performs all functions for the organization at all levels of serviced installations.
Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation.
Coordinates and participates in the development and presentation of program training.
Monitors the organization’s internal metrics and other performance measurement indicators.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as identifying weaknesses and recommending solutions to ensure pay/entitlement transactions are accurately processed; researching and analyzing directives and regulations to assess their impact on current and planned financial initiatives and preparing reports and organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
