The National Intelligence University (NIU) is the Intelligence Community's sole accredited, federal degree-granting institution. It serves as the intellectual hub for the intelligence profession, preparing today's leaders for tomorrow's challenges.

Duties

Builds strategic relationships across ODNI and other IC Agencies and within NIU to deliver solutions that efficiently manage ODNI and NIU resources. Oversees and manages the examination and analysis of budget requests and execution data to ensure accuracy and consistency with National and Intelligence Community (IC) strategic priorities, compliance with guidance, regulations, laws, and usage of sound budgeting and financial management practices. Interfaces and collaborates with ODNI CFE and across NIU EXCOM and DEXCOM members and staff to ensure program and budget recommendations are fully coordinated and satisfy priority NIU requirements. Exercises technical and administrative supervision over a team responsible for the planning and management of highly complex administrative support functions. Exercises responsibility and authority for planning and managing the overall efficiency and effectiveness of the office operations and communicating the strategic plan, mission, vision, and values to employees within the group. Actively participates in senior level NIU governance meetings to provide status reports concerning the NIU budget to include personnel, education, research, engagement, IT, travel, training, facilities maintenance, administration, and more. Possesses a comprehensive knowledge of and keeps abreast of new policies, procedures, regulations, directives. Participates in and leads administrative groups to plan and develop internal strategies to address administrative issues and concerns. Develops, recommends and issues adequate instructions to subordinate elements for proper implementation. Manages and oversees enterprise services functions such as event management, travel services, space management, and other activities involving resourcing, travel, transportation, logistics, property accountability, and infrastructure requirements; oversees the development and publication of policy and procedures for all these areas. Develops and implements an internal control system to implement a sound system of accountability - Serves as a primary point of contact concerning contractual matters. Plans, directs, coordinates, and manages the various contracting functions, including administering, modifying, closing out and terminating contracts. Actively collaborates with the project officer to monitor and manage the contract, contractor performance, quality, and compliance with contract terms and conditions. Provides comprehensive oversight to program logistics activities, analyzes proposed plans to ensure compliance with IC and ODNI guidance, and works to influence policy guidance. Leads a team of professional staff and assesses performance, collaborates and oversees goal setting, and provides feedback on personal development.

Qualifications

Mandatory Requirements: Progressively responsible experience in Resource Management or Financial Management fields within the DoD, IC, other Government Agency or Private industry equivalent to a GS-15 in the normal line of progression. Superior sound judgment and critical thinking abilities demonstrated through leadership of complex projects and management of competing priorities in a dynamic, fast-paced environment. Superior interpersonal, supervisory and team building skills to lead and foster a diverse, collaborative work environment. Desired Requirements: Contracting Officer Technical Representative certification at any level.
