This position serves as the Supervisory MRA (Chief, Health Information Management Systems (HIMS)) of Health Administration Services (HAS) at the VA Greater Los Angeles Healthcare System. Supervisory Medical Records Administrator at this grade level are Chief of HIMS in VA Medical centers that are the highest complexity level category for VHA facilities, and which are affiliated, tertiary care facility/health care system with comprehensive research programs.
Duties
VA Greater Los Angeles (GLA) Healthcare System is one of the largest, most complex healthcare systems within the Department of Veterans Affairs. It is a component of the VA Desert Pacific Healthcare Network (VISN 22) that provides service to veterans residing in Southern California, Arizona and New Mexico.
Major Duties are:
Responsible for the administrative management of health records, which includes planning, managing, advising, and directing the health information program in accordance with applicable Federal laws, facility by-laws, VHA policy, the Joint Commission standards, the Commission on Accreditation of Rehabilitation Facilities (CARF), and other regulatory and accrediting agencies.
Responsible for all facets of health records management for the facility ensuring maintenance of complete, accurate, timely, clinically-pertinent and readily-accessible patient health records.
Must provide detailed technical expertise in health records.
Key adviser to the Chief of Staff, Executive Management, and clinicians.
Responsible for assuring that all patients have a complete, accurate and timely record of their medical care.
Responsible for leading the automation of all Health information system.
Conducts training programs in Health information management.
Provides direct support to regional counsel.
Work Schedule: 8:00 am - 4:30 PM, Mondays thru Fridays.

Education or Experience
(1) Experience
(a) Three years of experience in the field of medical records that included the preparation, maintenance, and management of medical records and health information systems. At least 1 year of this experience must be comparable to a GS-4 level position.
An associate's degree in the health information field plus 1 year of experience that included the
preparation, maintenance, and management of medical records and health information systems.
NOTE: Successfully completed training for health information technicians in a school accredited by the American Health Information Management Association (AHIMA) at the time the program was completed may be substituted for 1 year of experience. No credit may be given for partial completion of such training.
OR,
(2) Education. Education equivalent to a baccalaureate degree from an accredited university or college.
OR, Experience/Education Combination. Equivalent combinations of experience and education may be used to meet basic requirements.

English Language Proficiency. MRAs must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Certification:
Applicants/Employees at this level must have a HIM Certification.
HIM Certification through AHIMA. Current HIM certifications include Registered Health Information Technician (RHIT) and Registered Health Information Administrator (RHIA).
Grade Determinations:
To qualify for the GS-13, you must at least have 1 year of experience comparable to the next lower grade GS-12 level that demonstrates the KSAs described at that level.
Demonstrated Knowledge, Skills, and Abilities
1. Knowledge of the legal, ethical, and professional standards as they apply to health information management;
2. Ability to provide sound, technical guidance to the professional and medical center staff about major program, legal, or procedural changes related to health information management;
3. Ability to revise medical center procedures to improve health information management services and to evaluate, modify, and/or adapt new methods to meet regulatory requirements;
4. Skill in conducting studies and analyzing data; and
5. Knowledge and skill in management/administration, which includes program planning, coordination, interpretation, supervision, consultation, negotiation, problem solving, and monitoring.

The full performance level of this vacancy is GS-13.
