The primary purpose of this position is to manage one or more of the following personnel programs: DCIPS Performance Management, Incentive/Performance Awards, Records Management, Training, Workers' Compensation, Civilian Deployments, Passport Agent, Time & Attendance management, Government Purchase Card (GPC), Separations/retirements, Benefits & Entitlements, In/out Processing, and Drug Testing.

Duties

Assists the Personnel Flight Chief with the DCIPS/DPMAP performance management systems. Manages the AFTAC Civilian Time and Attendance Program. Manages the process for completing in/out-processing of civilian employees. Administers the funding for civilian training. Program Manager and Trusted Agent (TA) for the Center's Air Force Drug Demand Testing Program. Maintains LSPC office records as Records Custodian.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • This position has been designated as a Testing Designated Position. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission.

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. This is a GG-09 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-09 duties for the "Technician" work category are at the "Full Performance" work level and are equivalent to those at the GS-09 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge and practical understanding of basic relationships of Federal civilian personnel management functions, theories, and techniques; knowledge of and ability to apply Performance Management, Incentive/Performance Awards, Records Management, budget, training, Workers' Compensation, Civilian Deployments, Time & Attendance, Payroll, Government Purchase Card Program (GPC), Separations/Retirements, Benefits & Entitlements, In/Out processing, Passport issuance, and Drug Testing regulations, policies, and practices to specific issues. knowledge of management, missions and objectives and their implications on the civilian personnel management programs; and knowledge of automated data processing functions, techniques and capabilities, including relational database principles, microcomputer operations, and network operating systems. Ability to develop improvements in and design new work methods and procedures using automated systems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR Education: One full year of graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Working knowledge and practical understanding of basic relationships of Federal civilian personnel management functions, theories, and techniques. 2. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work. 3. Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions. 4. Thorough knowledge of and ability to apply DCIPS Performance Management, Incentive/Performance Awards, Records Management, budget, training, Workers' Compensation, Civilian Deployments, Time & Attendance, Payroll, Government Purchase Card Program (GPC), Separations/Retirements, Benefits & Entitlements, In/Out processing, Passport issuance, and Drug Testing regulations, policies, and practices to specific issues. 5. Knowledge of management, AF, ACC and AFTAC missions and objectives and their implications on the civilian personnel management programs. Also, requires knowledge of security procedures to maintain control of classified material. 6. Knowledge of automated data processing functions, techniques and capabilities, including relational database principles, microcomputer operations, and network operating systems. Ability to develop improvements in and design new work methods and procedures using automated systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
