The Mental Health Licensed Professional Mental Health Counselor Program Manager (Supervisory/HCHV Programs) serves in a full-time capacity within the Mental Health Service (MHS) within the VA Detroit Healthcare System. The incumbent is part of the Mental Health Homeless Programs Section. The incumbent has significant personnel management responsibilities for both professional and non-professional employees. The incumbent provides direct administrative management of the clinical supervisory staff who oversee the HCHV program and CRRC program and the Veteran Justice Outreach Coordinators who serve in jails and courts across the five-county region. The incumbent also provides direct supervision to the Grant Per Diem and Contract Residential Liaisons who work across the five-county service area providing oversight to VA grants and contracts. This position
supervises a significant number of staff ranging from unlicensed staff (GS 5-9) to limited licensed staff (GS 9) to advanced practice incumbents and supervisors (GS-12). The staff is an interdisciplinary team ranging from social workers, psychologists, peer support specialists, and vocational rehabilitation/community employment specialists. The supervisor will provide some clinical services and may be required to carry a caseload. The incumbent may also provide clinical supervision for licensed professional mental health counselor health trainees. In conjunction with the MH Homeless Section Chief and the Associate Chief of Staff/Mental Health, the incumbent plans, organizes, and directs administrative, operational, patient, and personnel activities for the HCHV Outreach Programs. The incumbent is responsible for monitoring all phases of programming and coordination of clinical and case management services to Veterans served in the program. This position is highly public-facing and the incumbent will have significant travel and involvement with the community including, but not limited to liaising with the Continuums of Care and community-based service providers. The incumbent is the VA point of contact for the National Hotline and is the point of contact for all regional Stand Downs.

Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Qualifications
BASIC REQUIREMENTS. The basic requirements for employment as a LPMHC are prescribed by statute in 38 U.S.C. 7402(b)(11).
Citizenship. Be a citizen of the United States
Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/
NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling (Transcripts must be uploaded as part of your application package)
Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. (License must be uploaded as part of your application package)In addition to meeting the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
Assignments. LPMHCs manage the daily operations of multiple programs, develop and implement program policies and procedures, or serve as chief or principal counselor to a number of LPHMCs. They are responsible for oversight of administrative and programmatic resources and monitoring of outcomes. They prepare reports and statistics for facility, VISN, and national leadership. Decisions may affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. They may be responsible for the program's budget. They may also supervise employees assigned to the program.
Experience, Education and Licensure: In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
In addition to meeting the basic requirements above, the candidate must demonstrate the below GS-12 KSAs as listed below:1. Ability to administratively supervise other providers and conduct meetings.2. Ability to maintain a professional environment by following organizational policies, guidelines and safety standards.3. Ability to establish and clearly communicate guidelines and performance expectations for staff.
In addition to meeting the KSAs for the GS-12 grade level above, the candidate must demonstrate all of the GS-13 KSAs below:1. Ability to make judgments and decisions associated with program management2. Ability to monitor program outcomes using data driven quality assurance process.3. Ability to develop productivity standards appropriate to each service provided.4. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.

Physical Requirements: This position will involve driving a motor vehicle (with a valid driver's license), walking, climbing stairs, and carrying light objects while assisting Veterans in the Contract Residential agencies in the community. The ability to navigate unfamiliar surroundings, hear, and communicate verbally with Veterans is essential. Work will take place indoors and outdoors in various weather conditions. The work involves working closely with others. The incumbent must be able to lift/carry up to 50lbs.
