The incumbent is a member of Prosthetic & Sensory Aids Service (PSAS) within the Prosthetic Service Line under the VISN or medical center. Incumbent is assigned to the VA Medical Center and has an active in patient implant care coordination and outpatient treatment program and inventory responsibility to include, but are not limited to: Prosthetic and Sensory Aids; Fabrication Lab for Orthotic and Prosthetics, Audiology & Speech Pathology, Visual impairment Services Team.
Duties
The incumbent receives and analyzes prosthetic request forms and prescriptions from physicians, therapists, patients and patient representatives. The incumbent authorizes and prepares complex purchase orders for a wide variety of prosthetic and sensory aids devices, medical supplies and durable medical equipment. The incumbent ensures that funding allocations for the Prosthetic and Sensory Aids Service Line reflect correct expenditures and valances utilizing Fiscal policies and procedures. Reconciling all invoices for certification of payment by reviewing various records against invoices presented to ensure that accurate costs are being charged for the service item. The incumbent conducts quarterly inventory of prosthetic stock in compliance with procedures and regulatory requirements. The incumbent interview veterans reporting to the service and receives phone calls from beneficiaries. The incumbent has regular access to printed and electronic files containing sensitive information and is responsible for protecting that information form unauthorized release, loss, alteration or deletion. He or she is responsible for adhering to regulations and instructions regarding computer security and access to files, codes, etc.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS- 6 Grade Level
Specialized Experience GS-6: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: specialized experience would typically include, but are not limited to: Advises approving officials and purchase card holders on purchase card program, procurement procedures and responsibilities; Conducts purchasing under the micro purchase threshold; Conducts open market research for purchases of routine equipment, supplies, and services; Collects data to determine price reasonableness; Monitors purchase requests and active and delinquent invoices, and processes receipts; Applies conventional practices to solve problems in a procurement transaction.
GS-7 Grade Level:
Specialized Experience GS-7: Examples of specialized experience would typically include, but are not limited to: experience in making purchases by applying knowledge of procurement regulations in making purchases; that provided knowledge of solicitation and purchasing methods (i.e., oral solicitations, blanket purchase agreements, open market purchase, etc.); that provided knowledge of basic arithmetic to make simple comparisons of price, discounts, costs or similar items; using a computer to enter, extract and track data; experience in communicating with a variety of people to respond to customer inquiries and provide excellent service; experience maintaining a budget and forecasting procurement costs; and provided knowledge of post-award procedures sufficient to resolve typical problems with deliveries.

Physical Requirements: The work Is mostly sedentary but requires some physical effort such as walking, standing, bending and carrying of books, manuals, vendors' catalogs and prosthetics items to be issued from various stock room,. Duties involve extended periods of working at a computer terminal Some climbing is associated with stocking Items in storage areas. Incumbent may carry or lilt Items weighing up to 40-50 pounds. There are no special physical demands.
