This position is being advertised concurrently with DE-24-12363127-CAWU-JM which is open to all U.S. Citizens and applies Competitive Examining procedures. The incumbent performs administrative and technical functions in support of the Office of the Assistant Secretary-Indian Affairs by carrying out special and confidential assignments. .

Duties

The incumbent performs administrative and technical functions in support of the AS-IA and his/her immediate supervisor and fellow staff including carrying out special and confidential assignments in a congenial manner that supports customer service and sound coordination through a friendly demeanor. Supports the mission by serving as Principal Scheduler for the Office of the AS-IA. Manages the day-to-day scheduling responsibilities and operations associated with the staff. Develop plans of action for managing conflicts and schedules for several lead officials while supporting short notice changes. Mitigates delays in travel or implement alternate plans to maintain the AS-IA's and his/her staff's schedule. Develops itineraries to synchronize to the AS-IA's and Office of AS-IA staff's travel timeline. Provides guidance to the AS-IA staff which requires a thorough knowledge of Department of the Interior (DOI) regulations, policies. Coordinates and anticipates all the ground transportation to secure the necessary vehicles in support of off-site meetings. Provides staff support on matters coming before AS-IA principals for an advisory opinion or clearance. Conducts special assignments involving the selection, compilation, and summarization of data to be used in reports, meetings, and hearings before congressional committees, and briefings Reviews correspondence for principal signature to assure that it is consistent with DOI policy and program positions and appropriate for the supervisor's signature or surname. Gathers information on a wide variety of issues and assembles and analyzes data for the supervisor. Develops new or modified work methods, records and files, management processes, procedures for administering program services, guidelines, and procedures, and automating work processes for administrative support of the supervisor and AS-IA. Keeps the supervisor informed at all times of the latest developments on matters that require his/her immediate and urgent attention. The incumbent coordinates agenda and invitations for regularly scheduled meetings and ad hoc meetings chaired by the supervisor. Helps provide oversight, as needed, as a Contracting Officer Representative (COR) with supporting purview of contractors reporting to the Office of the AS-IA.

Qualifications

GS-09: To qualify at the GS-09 grade level you must have one year of experience at the GS-07 grade level or equivalent in ALL of the following: 1) Experience working as a team member focused on customer service while also independently performing administrative support to management and staff; 2) Experience implementing administrative support procedures in an office setting; 3) Experience arranging travel for others; 4) Experience procuring office supplies; 5) Experience managing a calendar for a supervisor; 6) Experience screening calls; and 7) Experience preparing informational briefings, reports, and graphics. OR Education: Two years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree. OR A combination of education and specialized experience that totals 100% of the requirement. GS-11: To qualify at the GS-11 grade level you must have one year experience at the GS-09 grade level or equivalent in ALL of the following: 1) Experience working as a team member focused on customer service while also independently performing the full range of administrative support to upper-level management and staff; 2) Experience implementing new administrative support procedures across multiple subordinate program offices; 3) Experience arranging travel to multiple geographically dispersed areas; 4) Experience tracking stock and procuring office supplies; 5) Experience managing the calendar for a supervisor or senior staff member; 6) Experience screening calls for a supervisor or senior staff member; 7) Experience researching and organizing factual information concerning the programs offered or used by your organization; 8) Experience preparing informational briefings, reports, and graphics on behalf of the supervisor using the findings from your research. OR Education: 3 full academic years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree ora L.L.M. in a related field of study OR a combination of specialized experience and education that totals 100% of the experience requirement. OR A combination of education and specialized experience that totals 100% of the requirement. GS-12: To qualify at the GS-12 grade level you must have one year experience at the GS-11 grade level or equivalent in ALL of the following: 1) experience working as a team focused on customer service while also independently performing the full range of administrative support to politically elected or appointed staff; 2) ; experience preparing informational briefings, reports, and graphics on behalf of the supervisor using the findings from your research; 3) experience using quantitative measures to evaluate the efficiency and effectiveness of an organization's administrative support functions; 4) experience implementing new administrative support procedures across multiple subordinate program offices; and 5) experience arranging extensive travel to multiple geographically dispersed areas. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
