This position is located in Harpers Ferry Center, in the Facilities Division. It is responsible for providing facility management for Harpers Ferry Center with diversified infrastructure and operational complexity.

Duties
The major duties of the Facility Operations Specialist position include, but are not limited to, the following:
Serve as Harper Ferry Center's facility management expert in support of management initiatives.
Implement the Facility Management Software System (FMSS) for cost effective management of assets.
Plan, schedule, and direct work to operate facilities and assets at their most effective level within their responsible program area.
Determine and recommend project scope, goals and objectives, and alternatives for facility modifications when infrastructure capabilities cannot support mission requirements.
Perform and maintain asset inventories and condition assessments for the purpose of maintenance cost for annual and multi-year plans.
Duties will be developmental in nature when filled below the full performance level.
Qualifications
All qualifications must be met by the closing date of this announcement-04/05/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. Basic Qualifications:
To qualify for this position in the 1640 Facility Operations Specialist job series, you must possess one of the following basic qualifications by close of the announcement:.
EDUCATION: Successfully completed undergraduate or graduate level education in one of the following fields of major study: engineering, industrial arts, property management, or business administration. You must include transcripts. OR
EXPERIENCE: Specialized experience in one of the following areas: (1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; (2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; or, (3) Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. You must include hours worked per week on your resume.

Minimum Qualifications:
To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) Skill to manage, plan, organize and direct a multi-faceted maintenance operation utilizing current facilities management practices such as analysis, life-cycle costs, and choosing by advantage; (2) Skill implementing Facility Management Software Systems for cost effective management of assets; (3) Knowledge of procurement regulations and contract management requirements; (4) Skill in preparing detailed cost estimates for facilities operations, maintenance, and construction; and, (5) Knowledge of organizational safety plans and job hazard analysis. You must include hours per week worked. OR
EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. You must attach your transcript. OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience as required above. You must attach your transcript and include hours worked per week on your resume.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
