THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GENERAL SUPPLY SPECIALIST (Title 5), Position Description Number T7000000 and is part of the OK AASF 1, Oklahoma Army National Guard.
Duties
This position is located in the Army National Guard. Its purpose is to serve as Accountable Property Officer for all appropriated fund supply items and controls the issuance of all expendable and non-expendable supplies and property for the airfield under the responsibility and management of the ARNG Airfield Operations Activity at Los Alamitos. Items managed are standard and non-standard items and include items of high dollar value, like computer equipment, air traffic control communications systems, and electronic test measurement and diagnostic equipment (TMDE). Performs and coordinates a wide variety of supply management and administrative support functions to include requisitions, providing storage and distribution, calibrations, cataloging, property utilization, or other related supply activities including those associated with automated or manual supply accounting systems.
Responsible for the airfield logistics/supply functions.
Uses a thorough knowledge of supply regulations and policies to perform continuing assignments, recurring and special reports.
Compiles statistics from data systems requiring substantial analysis, interpretation and development of new formats to evaluate and improve supply operations.
Assignment encompasses a variety of problem situations and is performed with considerable independence.
Enters data into multiple databases.
Conducts extensive searches for information pertaining to complex and/or unusual supply transactions and patterns.
Analyzes stock position through constant study of known and anticipated demands and knowledge of current availability.
Determines when replenishment or initial supply action must be initiated to assure availability of stocks to meet required demands.
Determines stock levels needed for non-recurring, specialized items based on usage, inventory, project demands, seasonal demands, changing customer needs and projected depletions.
Completes complex requisitions.
Conducts frequent independent coordination with logistics agencies outside the chain of comment such as the Federal Aviation Administration (FAA) Logistics Center, the U.S. Army Air Traffic Services Command(ATSCOM) Warehouse, the Army Material Command (AMC), the Communications-Electronics Command (CECOM), the Project Manager Air Traffic Control (PMATC), multiple Depot Repair Facilities and Federal Express.
Requisitions, receives, stores and issues a variety of parts, tools and supplies, and maintains balance of parts/supplies and shop items.
Contacts customers and other offices on program requirements for urgent, critical shortage and other special items.
Reviews requisitions, supporting documents and reference materials to determine priority, status of action, changes in requirements and unexpected requirements.
Ensures proposed purchases are in accordance with fiscal year property plan.
Reviews justifications and recommends action for property requests not on the plan.
Expedites delivery of urgently required items by correspondence and phone calls to inventory control points, manufacturers or other organizations.
Coordinates actions with transportation, production and other supply units.
Serves as accountable Property Book Officer for the airfield to include air traffic control (ATC), ATC Maintenance and POL Sections.
Maintains accurate accounting and reporting systems, records, supporting files and inventories for all authorized expendable and nonexpendable property, and performs routine phases of property management.
Plans and conducts limited segments of management studies on property use.
Reviews records and demand data to identify obsolete or excess property, recommends actions for better use, and prepares reports and documentation for transfer of property.
Requirements

- The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- The employee may be required to travel in military and/or commercial vehicle to perform temporary duty assignments.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
Qualifications
GENERAL EXPERIENCE: One-year of equivalent to at least GS-4, that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions, plan and organize work and communicate effectively orally and in writing.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, you must have one-year specialized experience that is equivalent to at least the next lower grade level (GS-07) in the normal line of progression for the occupation in the organization.
OR
possess a master's or equivalent graduate degree.
OR
2 full years of progressively higher-level graduate education leading to such a degree.
-Thorough and extensive knowledge of governing supply regulations, policies, procedures, and other instructions applicable to perform a wide variety of supply management functions involving standard or nonstandard equipment with DoD and non-DoD Federal agencies.
-Knowledge to conduct extensive and exhaustive searches for required information in order to requisition equipment or reconstruct records for complex supply transactions.
-Knowledge and ability to manage the different materiel categories, such as Class II, Class III Package, Class VII, Class IX.
-Knowledge and understanding of the radically different missions, structures, functions and property utilization of airfield sections such as Air Traffic Control (ATC), ATC Maintenance, Petroleum-Oils-Lubricants (POL) Operations, Alert Services, Flight Operations, and Safety Office.
-Thorough knowledge of DoD Supply publications; Army regulations; supply catalogs, manuals, bulletins, letters; GSA catalogs and commercial trade catalogs used as reference materials for determining supply data, appropriate source of supply, method of acquisition and possible substitutions to include urgent/critically needed items.
-Knowledge of software programs (word processing, electronic mail, spreadsheets, logistics databases, etc.) to conduct research and prepare letters, reports, and other documents related to supply functions assigned.
Education
Substitution of Education: You must either possess a master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree.
