This position is located within the Department of Veterans Affairs Debt Management Center (DMC), within the Office of Finance (OF), Office of Management (OM). As the Director of Operations, the primary purpose of this position is to share fully the responsibility for the effective, efficient, and economical direction, and control of the Department's debt collection operations with the Executive Director to include collaborating across the agency on debt related initiatives.

To qualify for the GS-15 To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) Applying principles, methods, practices, and techniques of leadership and supervision; (2) Formulating effective short and long-term strategies to accomplish the organizational goals by determining objectives and priorities, anticipating potential threats or opportunities, and making sound and well-informed decisions; (3) Performing operational oversite and the methods for effective and efficiently directing subordinate elements by coordinating operational work, ensuring performance objectives are identified, and success is defined, tracked, and achieved; (4) Utilizing administrative practices, policies, and procedures common to debt collection while recognizing the relationship between various levels of authority within the organization; (5) Effectively expressing information to multiple audiences through clear, convincing oral and written communications.
