The VA Northeast Ohio Healthcare System is recruiting for a Heath System Specialist. The incumbent is responsible for the continued development, preparation, coordination, and ongoing maintenance of the Environment of Care (EOC) program. This position is located in the Occupational Health & Safety Office reporting to the Chief, Occupational Health & Safety.
Duties
The Health System Specialist duties include, but are not limited to:
Communicates technical information to a diverse group of individuals with varying levels of understanding.
Work in coordination with management officials, service chiefs, staff and bargaining unit officials to implement and continuously monitor requirements of the Joint Commission Environment of Care program.
Ability to apply the specialized principles and practices of Healthcare Management
Coordinates the preparation and submission of recurring monthly, quarterly, and annual reports, management briefings, summaries, suspense's and a wide variety of non-recurring reports
Acts as liaison on performance improvements issues to facility Associate Director, Chief, Occupational Health & Safety, Joint Commission, and others
Serves as the facility expert on the healthcare system Environment of Care program
Analyzes data and identifies trends and concerns issues.
Prepares and review reports involving trend analyses and ensures follow-up in areas of the facility's quality program
Work Schedule: Monday - Friday; 8:00am - 4:30pm

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
In addition to the qualification above you must also have:
GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the guidelines, regulations and procedures associated with compliance rules and criteria and ability to make appropriate decisions and issue citations fines, or orders. Troubleshoots, diagnoses, analyzes, and identifies system malfunctions to determine the source and cause of the problem, uses knowledge that is required through formal training or extensive on-the-job experience to perform one's job, works with, understands and evaluates technical information related on the job, advises others on technical issues.
