This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as the Maintenance Control Specialist for multipurpose and/or large single purpose projects.
Duties
Serve as the expert on the use of the FEM (Facilities Equipment and Maintenance) system in the execution of the district and/or Project Maintenance program, directly participating in the daily and long-term life cycle management of USACE assets.
Ensure the instructions and step-by-step procedures for operation and maintenance of the assigned equipment are part of the job plan associated with the
Maintenance orders provided to a variety of maintenance crews (skilled trades).
Prepare immediate and long-range replacement forecasts along with budgetary estimates considering factors such as estimated service life, utilization trends, maintenance costs, reliability, and funding availability.
Assist in the development of backlog maintenance with operation managers to match the civil works budget packages.
Participate in the development, implementation, and execution of the USACE level operating procedure as required ensuring continuous compliance within the USACE Maintenance Management Program.
Schedule work and issues work orders for routine and cyclic maintenance, repair and replacement of all equipment, machinery, etc. in the FEM (Facilities Equipment and Maintenance) system.
Develops MMIP (Maintenance Management Improvement Plan) monthly and quarterly report by pulling information out of FEM (Facilities Equipment and Maintenance).
Enter and/or reviews all data pertaining to each completed job to assure all information required is accurate and complete, including actual labor/equipment hours, materials used.
Advise operations managers, maintenance managers and a variety of maintenance crews (skilled trades) on maintenance related policy requirements.
Prepare, or assist managers, in preparing annual and periodic program reports, which may include major items of repair, problems occurring, and information affecting workload.

Minimum Qualifications for GS-1670-05
General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes: (1) Experience entering data such as work order or purchase request data in an electronic information system; and (2) Experience in general office duties such as purchasing supplies, handling of mail, telephone calls, and visitors, reviewing outgoing correspondence, providing or following up on requests for information, using electronic information systems to obtain or provide data, assembling reports; and (3) Experience using Microsoft Office (e.g. Word, Excel, and Outlook) to create items such as letters, memorandums, spreadsheets, and emails. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four-year course of study leading to a bachelor's degree.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
Minimum Qualifications for GS-1670-07
Specialized Experience: One year of specialized experience which includes: 1) Create, edit, and update work orders for maintenance work in an automated maintenance control system, such as Facilities and Equipment Maintenance System (FEM); and (2) Provide data and assemble reports for work order information using an automated maintenance control system, such as Facilities and Equipment Maintenance System (FEM); and (3) Assist users with accurate work order information using an automated maintenance control system, such as Facilities and Equipment Maintenance System (FEM). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR( 2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the ; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Minimum Qualifications for GS-1670-09Specialized Experience:
One year of specialized experience which includes: (1) Coordinating maintenance and repair of facilities for a variety of buildings and developing maintenance concepts, initial repair and replacement factors; (2) Working as liaison with a variety of personnel for facility maintenance projects to resolve problems or issue; (3) Utilizing a variety of automated systems to prepare reports, work packages, and descriptions of the work and equipment involved to resolve the problems identified; and (4) Conducting inspections of maintenance projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
