The primary purpose of this position, Pipefitter, WG-4204-10, is to install, modify, troubleshoot, maintain, and repair industrial and domestic high-temperature water and high-pressure piping systems, equipment, water distribution systems, and plumbing. Duty Title: Plumbing Systems Mechanic

Duties

Install, modify, maintain, and repair new and existing high temperature water and high pressure piping systems and equipment. Plan and lay out installation, repair, and/or modification of high pressure piping systems and equipment applying and interpreting information in blueprints, charts, and sketches. Troubleshoot/inspect high-pressure piping systems and equipment and determines need for modification and/or repair to insure proper and safe operation. Operate equipment and adjusts and regulates altitude valves and distribution pumps to maintain adequate water levels in reservoirs and storage tanks. Perform preventive maintenance services.

  • The work may require the employee to drive a motor vehicle, occasionally up to and including a 2-1/2 ton truck. An appropriate driver's license may be required for the position.
  • Position may require the employee to operate a forklift up to 15,000 pound capacity.
  • May be required to train/guide lower-graded (or other trades) civilian employees.
  • Work may occasionally require travel away from the normal duty station. The employee may be required to travel on military and commercial aircraft.
  • This position may require the employee to work under adverse environmental conditions.
  • May work with hazardous materials such as asbestos or accumulated waste. Employee will be required to wear protective clothing and gear on these occasions.
  • May be required to attend Air Force J3AZR3E451 O1FA Fire Suppression Systems Maintenance and J3AZR3E471 O4AA Liquid Fuels Maintenance Technician in-residence courses, or equivalent.
  • Must obtain and maintain California certification in backflow prevention.
  • Shift work and emergency overtime may be required
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4200 Plumbing And Pipefitting Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is Ability to Do the Work of the Position Without More Than Normal Supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Equipment Assembly, Installation, Repair, etc. Technical Practices (theoretical, precise, artistic) Ability to Interpret Instructions, Specifications, etc. (includes blueprint reading) Measurement and Layout Ability To Use and Maintain Tools and Equipment Trouble shooting PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Employee makes repairs and installations from ladders, scaffolding, platforms, and other hard-to-reach places. Must stand, stoop, bend, kneel, climb, stretch, and work in tiring and uncomfortable positions. Frequently lifts parts and equipment that weigh up to 65 pounds. Occasionally lifts items that weigh over 65 pounds with assistance from other workers. Climbs elevated water storage tanks over 140 feet high to inspect or repair structural or corrosion damage. WORK ENVIRONMENT: The work is done inside and outside, and is usually dirty, dusty, and greasy. The pipefitter is sometimes required to make installations and repairs in areas where bad smelling fumes are present. There is frequent exposure to possibility of uncomfortable heat conditions. The pipefitter is frequently exposed to the possibility of strains, cuts, scrapes, bruises, burns, and infections. The incumbent is occasionally exposed to the possibility of broken bones.Employee uses and maintains prescribed safety protective clothing and equipment such as the following: hard hat, safety glasses, shoes, belts, face shields, respirators, gas masks, ear protection devices, gloves, coveralls, and foul weather gear. Employee must be clean shaven to ensure a proper seal between face and respirator and air pack for maximum personal safety.
