This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Police Service (PS). The mission of the PS is to serve and protect Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities. This is accomplished through crime prevention activities, typical law enforcement actions, emergency response capabilities, special training and tactics, weapons, and equipment and systems utilization.

Duties

Serves as a Police Officer Corporal (Instructor) and administers and coordinates the education and training program for Police Service from initial-entry training to assessment, in-services training, and retraining of Officers throughout the year. Oversees the initial and on-the-job training of all newly assigned personnel. Conducts classroom lectures and PowerPoint presentations, role-playing scenarios, and skills demonstrations. Develops, presents, delivers, or coordinates courses for training programs. Prepares material related to the use of the VA police computer package; writing reports; documenting incidents; use of the Expandable Straight Baton; oleoresin capsicum spray recertification; defense tactics; handcuffing; the clearing of buildings; and AED and CPR. Prepares training schedules, coordinates equipment, room availability, and dates and times for on-site training and off-campus drills. Ensures the availability of material and handouts for class participants. Accomplishes the training and development of officers and designates tasks necessary for new Police Officers to gain experience to do work. Explains work requirements, methods, and procedures as needed, including providing special instructions and answering technical questions about the work. Prepares lesson plans and critiques instruction and instructional material. Ensures courses are well structured and ample training materials are available from several sources. Provides instruction and modification for training course contents and/or materials. Ensures training is conducted in accordance with all applicable policies and regulatory requirements. Ensures training is properly documented in accordance with VA Law Enforcement Training Center (LETC) and Office of Security and Law Enforcement (OS&LE) requirements. Adjusts course material and aides and supplements courses based on training needs and the local, state, and local law enforcement requirements. Carries firearms and other weapons, intervenes when necessary to deescalate situations and determines when and how much force must be applied. Advises individuals of their (Miranda, Weingarten, Garrity, etc.) rights, and protects the constitutional and civil rights of persons. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience GS-7: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administers and coordinates the education and training program for a police department; Oversees the initial and on-the-job training of all newly assigned personnel; Coordinates with Federal, state, and local law enforcement agencies regarding updates in police information, procedures, and legal decisions; Protects individuals during any given situation against threats to personal safety when enforcing laws and regulations; Takes charge of emergencies and establishes operating procedures. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment .Physical Requirements: The work is primarily sedentary, usually accomplished while the employee is seated at a desk or table such as when serving essentially full time in capacities such as desk officer, court coordinator, or other activities that are typically performed within the confines of the police/guard station or office. Some walking, standing or driving an automobile may be required in the course of a normal workday in connection with travel to and attendance at meetings and conferences away from the worksite. Items carried typically are light objects such as briefcases, notebooks, and data processing reports. There may be short periods of moving around to check a few doors and locks; and wearing an equipment belt containing a weapon, light, handcuffs, and related items. Lifting of moderately heavy objects is not normally required. No special physical effort or ability is required to perform the work.
