About the Position: This position is located within the Defense Health Agency and will be filled at either the San Antonio, Texas or Falls Church, Virginia location.

Duties

Act as a Contracting Officer Representative (COR) and provides support in the acquisition of Information Management and Information Technology (IM/IT) supplies, equipment, software and services. Perform pre-award procurement functions and works with Project Directors (PDs), Task Managers, Division Chiefs, Contracting Officers, Engineers, and other staff. Perform contract administration from award through contract completion and closeout. Assist and advise on through competitive or sole source acquisition procedures, for supplies, equipment, software or services, as well as the procedures for existing contracts with delivery or task orders. Utilize acquisition guidelines and develops strategies to determine the best acquisition method. Ensure Standard Operating Procedures (SOPs) are applied to the procurement. Assist in writing Statements of Work (SOW) or Performance Work Statements (PWS) and reviews those developed by the project team for adequacy and compliance with acquisition requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • One year trial/probationary period may be required.

Basic Requirements for PROCUREMENT & PURCHASING ANALYST GS-1101-11: Specialized Experience: One year of specialized experience which includes assisting with the acquisition of organization supplies, aiding in the development of supply contracts, and participating in the development and submission of procurement documents. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Finance, or a related field. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Acquisition StrategyContracting/ProcurementWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
