About the Position: Works under the general supervision of a professional engineer, who outlines requirements, finishes general instructions, and provides scope of assignments. The incumbent works with considerable independence to resolve most conflicts and problems encountered.

Duties

Prepare contract specifications and modifications. Perform analysis of customer requirements, contractor performance, and quality control. Perform inspections of service, construction, and maintenance work sites to check quality of a variety of contract work. Prepare plans, specifications, cost estimates, for a variety of engineering and maintenance work performed in numerous service contracts for the entire installation. Review plans, sketches, blueprints, other similar technical information, and input from both customers and other Directorate of Public Works personnel to prepare cost estimates and assure the accuracy and completeness of contract documents.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Specialized Experience for the GS-09 Grade Level: In-service Applicants: One year of specialized experience which includes verifying performance requirements of contracts in accordance with the contract terms, conditions, and specifications; and experience conducting contract site visits. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). Or Other Applicants: One year of specialized experience which includes preparing various technical data reports; conducting contract site investigations, inspections, and/or surveys; and recommending actions to correct deficiencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
