This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Responsible for installation conservation, and natural resources management.
Duties
Ensure initiatives, projects, activities, and local guidelines are implemented in accordance with applicable regulations.
Negotiate issues pertaining to natural resources management/conservation actions with officials in higher echelons and federal, state, and local regulatory agencies.
Serve as Installation Wildland Fire Coordinator providing natural resources management functions for fire program management at the installation.
Ensure proper integration throughout all mission areas and promotes environmental stewardship and natural resource conservation.
Plan, coordinate, and manage all aspects of assigned programs including compliance with federal, state, and local environmental laws/regulations.
Establish goals and priorities pertaining to conservation, and natural resources management.
Plan, attend and leads meetings on natural resources management and conservation issues.
Supervise professional and technical staff and oversees contractor personnel comprising the NRMB.
Coordinate the preparation of and reviews statements of work (SOW).
Act as Contracting Officer Representative (COR).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain and maintain a Secret security clearance.
- Business travel up to 10% is required.
- Successfully complete a one-year supervisory probationary period.
- Required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the incumbent to operate a light administrative motor vehicle ranging in size from utility 4X4 to pick-up truck traveling over all installation roads inspecting and visiting sites.

Basic Requirement for Supervisory Natural Resources Specialist (NRMB)
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes:1) Managing various activities to include public land use and conservation protection of natural resources, wildlife habitat, recreation, and soil and water quality issues; 2) Advising on natural resource field in all matters pertaining to management of natural resources, specifically relating to project lands and water, conserving natural resources consistent with ecosystem management principles and adherence to sound environmental stewardship, protection, compliance, and restoration practice; 3) Implementing coordinated land management plans, operational controls, and procedures necessary for conservation and use of project resources, including such activities as wildlife habitat preservation and establishment, forestry, wildland fire, pollution abatement, insect and rodent control, soil erosion control and prevention. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Education
