Serve as an accountant in the Accounting Operations Office at Marshall Space Flight Center (MSFC). Responsible for carrying out operations and activities for MSFC's financial management systems. This includes activities such as funds control, preparing items for payment, reviewing transactions and documents to ensure they meet legal and policy requirements, and assisting customers, managers and others in resolving operational problems related to the reimbursable agreement process.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Conducts the day-to-day operation and maintenance of financial accounts which are the basis for the preparation of such key financial reports and transactions that flow into the Agency's audited financial statements.
Prepares reconciliations and reports containing essential financial information such as financial status, general ledger accounts balances, quarterly and annual reports, and reimbursable transactions.
Administers and performs diverse fund control activities with many different and unrelated processes affecting a wide-range of agency operations, with primary emphasis on reimbursable agreements with other government agencies and outside customers.
Evaluates new audit procedures, statistical methods, systems and tools to assess the capabilities relative to the Agency’s requirements.
Interprets and applies pertinent financial and accounting regulations governing written communications in order to prepare written materials which communicate the intended information.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-09, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level:
reconciling and interpreting accounting data and/or assisting with resolving variances;
reviewing and analyzing accounting transactions to ensure that data is current, accurate and complete; and
using Microsoft Office Suite (or equivalent software) and its functions to perform accounting analysis and reporting.
OR
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field
OR
d) Have an equivalent combination of experience and graduate study as discussed in a), b) and c) above
To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
performing operational accounting and financial management functions that includes applying accounting theories, practices, methods, and techniques of operational accounting;
analyzing, validating, and reconciling data prior to entering it in an accounting system (e.g., SAP); and
performing continuous reviews and analysis of various types of accounting transactions to ensure data is current and accurate and/or performing an analysis of collection or disbursement activities.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) Have an equivalent combination of experience and graduate study as discussed in a), b) and c) above
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
preparing and submitting financial reports for an organization;
assisting in the planning, coordination, implementation, and/or execution of approved policies, programs, or services related to accounting systems; and
analyzing, reconciling, and interpreting accounting data.

Education
You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree.
A. You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major in
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing")
OR
B. Have a combination of education and experience: Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
Your background must also include one of the following:
1. 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
