Provide dynamic video products to develop a high-performance VISN workforce by developing measurable, high quality creative products that are driven by and linked to VA/VHA strategic goals.

Duties

Major duties include but are not limited to: Mastered the methods, techniques, and practices to develop original television and motion picture productions. Applies these skills to design highly complex, large-scale projects. Produces media with the highest level of production values for national public distribution and broadcast programs, and Public Service announcements, etc. Instructs talent, subject matter experts, faculty, program managers, and broadcast crew on processes necessary to stage television studio or other live productions such as Facebook Live. Develops creative approaches to stage studio configurations, lighting, sound levels, and camera angles. Plans and supervises rehearsals with participants to develop and finalize production concepts. Selects and controls video and other visual sources to support the script and overall program objectives of the client. Applies the most effective media capability to achieve a desired outcome. Employs current digital video effects capabilities to determine the most efficient and economical method for desired visual effects. Uses multiple video production equipment systems such as character generators, switchers, video still-stores, and video clip-stores systems. Produces and directs video productions of various formats such as documentary, biographical, historical, informational, educational, and dramatic. Has performed similar work in other related motion picture production skills/disciplines such as videography, editing, set design, lighting design, engineering, audio mixing, floor managing, etc. Expert knowledge and ability to employ any equipment and technology used in the development and delivery of video-based products for broadcast, and web-delivery methods (social media, YouTube, etc.). Expert skill in lighting (using light board and lighting for green screen), camera operation (Including robotic systems), digital audio board, studio microphones, digital HD switcher, studio teleprompter, studio cameras, CG, field production equipment which will vary from site to site but typically includes camera, field lighting, and field audio. Possesses Visual Information skills: Knowledge of data processing methods, equipment types, systems, applications and management print Comprehensive knowledge of design concepts, visual styles, and methods, and materials to interpret subject matter content. Skill in lighting, location/on-air directing, technical directing, and camera operation are also fundamental. Has performed similar work in other related motion picture production skills/disciplines such as videography, editing, set design, lighting design, engineering, audio mixing, floor managing, etc. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/03/2024. Basic Requirement This position has a basic requirement of either education or experience. You must possess either of the below requirements: Education: Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR; Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 level, for a GS-11 position you must have served 52 weeks at the GS-9 level, and for a GS12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Examples of specialized experience would typically include, but are not limited to: Produces automated sound/slide shows to inform and educate visitors to historical sites; selects slides of photographs, artwork, and other visuals from in-house libraries to fit the requirements of the script; programs slides using computerized software systems to control dissolve rates and the location of slide changes to achieve the best effect, pacing, and dramatic quality; produces short, videotaped programs; produces and directs revisions of training videotapes, edits videotape to combine visual and audio elements and selects prerecorded dialogue, narration, interviews, and music for inclusion in a variety of radio programs. To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, orLL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelors degree. GS-11 Qualifications Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: produces well-precedented and innovative audiovisual productions; skilled in special effects, music libraries, stock footage, and post production services; proficient in digital still, video, audio drone cameras, and accessory equipment; operates standard radio broadcast and recording equipment; develops original designs, style, and layouts for publications, and troubleshoots minor problems with standard studio equipment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only graduate education in excess of one (1) full year of graduate level education may be used to quality applicants for this position at the GS-11.. GS-12 Qualifications Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
