This position is located in the Rehabilitation & Engineering Center for Optimizing Veteran Engagement & Reintegration (RECOVER) program of the Research Service in Minneapolis, MN.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09. At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Promotion is not guaranteed, and no promise of promotion is implied. Manages regulatory training and readiness for internal and external reviews and site visits; Coordinates management of R&D projects within and between multiple research offices; Provides clear communication regarding necessary billing between these multiple research offices; Tracks grant opportunities and assists with development and submission of grant applications; Organizes numerous product development efforts to maintain continuous improvement and progress toward successful translation and commercialization; Assists the Technology Transfer Assistance Program (TTAP) with all aspects of interactions with VA inventors from around the nation, including meeting scheduling, purchasing of materials needed for prototyping, and shipping prototypes; Tracks appropriate dissemination opportunities for RECOVER including conferences and works with personnel to submit appropriate abstracts for these opportunities; Works with the public relations office on appropriate dissemination approaches; Plans tours and site visits and coordinates appropriate personnel for successful community dissemination, including coordination of visiting groups and constituents; Schedules Veteran visits for projects/visits requiring VA scheduler training and adherence to scheduling guidelines and regulations; Sets up new folders for studies and establishes access rights to only IRB-approved personnel; Adjusts membership of existing secured folders when personnel join or leave study teams; Provides information regarding projects to the webmaster to maintain RECOVER's website; Maintains individual accounting spreadsheets for salary allocation and other project expenditures for multiple existing funded projects; Maintains spreadsheets of personnel efforts for current and pending projects, project funding for projects, and tracking success of funding proposals over time; Conducts budget forecasting based on current and pending funding for projects; Makes recommendations to leadership and principal investigators regarding timing of personnel actions based on available funding; Maintains inventory of equipment and supplies; Assists with onboarding of new personnel and students into the RECOVER program; Performs related duties as required. Work Schedule: Monday through Friday, 8:00am - 4:30pm. Recruitment & Relocation Incentives: Not authorized. Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. MINIMUM QUALIFICATIONS GS-07: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-05 grade level in Federal service. Specialized experience includes: using Microsoft or analogous word processing software for reports and presentations; preparing documents for review and approval; maintaining schedules and records; and entering data into automated systems. This experience must be detailed in your resume to receive credit. ~OR~ A bachelor's degree with superior academic achievement (SAA). Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: Rank in the upper one-third of your class in the college, university, or major subdivision. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. To qualify for SAA, you must have completed all the requirements for a bachelor's degree and meet one of the following: graduation in the top third of your class; graduating with a GPA of 2.95or higher out of a possible 4.0.; graduating with a grade-point average of 3.45 or higher out of a possible 4.0 based on courses required for my major field or courses in the major field completed during the final 2 years of the curriculum; or membership in a national scholastic honor society. Transcripts or proof of honor society membership required. ~OR~ One year of graduate education in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. ~OR~ An equivalent combination of specialized experience and graduate education as described that demonstrates your ability to perform the duties of this position. Your experience must be detailed in your resume and transcripts required. MINIMUM QUALIFICATIONS GS-09: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in Federal service. Specialized experience includes: advising personnel on directives, reports, correspondence, and data collection procedures; performing quantitative and qualitative analysis regarding the effectiveness of programs; coordinating work between departments to ensure maximum efficiency of program operations and appropriate utilization of resources. This experience must be detailed in your resume to receive credit. ~OR~ A master's degree, equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates your ability to perform the duties of this position. One year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
