This position is a Biologist, GS-0401-12, working for the Cape May National Wildlife Refuge.
Possible duty stations: Cape May Court House NJ, Hadley MA, Virginia Beach VA
This is a term position expected to last 13 months but may be extended up to a total of 4 years at management's discretion.
Duties
As a Biologist, your duties will include, but are not limited to, the following:
Serve as the offshore wind energy development point of contact for the National Wildlife Refuge System, Northeast Region, tracking all potential impacts to national wildlife refuges from Maine to Virginia.
Serves in a technical staff assistance capacity to program or management relative to a wide range of topics and policies. Develops and/or reviews project study and investigation plans to ensure validity of experimental design, statistical rigor, and scientific merit. Assesses, develops, and analyzes project results, and guides the development of research and information gathering. Provides technical assistance on the design, implementation, analysis and reporting of field projects. Ensures that project designs meet identified study objectives, are statistically valid, and provide interpretations valuable to managers. Provides written recommendations to project leaders, technical project leads, and management.

Independently coordinates activities with involved agencies, researchers, and other stakeholders, including state and county officials, Native American tribes and special interest groups and or/private organizations to identify and resolve technical and administrative issues of local and national significance.
Represents the Service at professional meetings and other meetings pertaining to individual assignments and attends public meetings and hearings to discuss proposed or existing development projects.

In order to qualify for this position, you must possess both the Basic Education Requirement and Minimum Qualification:
Basic Education Requirement
Possess a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, OR
Possess a combination of education and experience: courses equivalent to a major, as shown above, plus appropriate experience or additional education.
Minimum Qualification GS-0401-12
Possess 1 year of specialized experience, equivalent to at least the GS-11 grade level, in the Federal service. Examples of specialized experience may include: serving in a technical staff assistance capacity to program or management relative to a wide range of topics and policies; design, plan, manage, lead, and conduct a wide variety of investigations, assessments or inspections involving complex biological, chemical, and physical processes; facilitate contact and communication with biologists throughout the assigned organization and the Service, as needed, and with other agencies (federal, tribal, and state) with similar programs. Provide technical biological guidance to requestors implementing programs for the program area of the assigned organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
