Supports the Veteran Transportation Program responsible for the overall daily operation and long-term management of the service and for assuring the service supports the demands of a quality health care environment.
Duties
Plans, directs, and manages the facility transportation program for Veterans and their attendants traveling to and from VA facilities and other places daily, for the purpose of examination, treatment, and care.
Promotes the enhancement and facilitation of access to transportation services via workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation, and ongoing operational flow of the VTS program
Analyzes, develops, plans, and advises on VTS passenger movement policies and programs. Cultivates partnerships and multi-agency coordinated transportation activities. Research needs and demands for users, identifies transportation alternatives, reviews regulatory processes, facilitates communications between agencies, and develops incentives to encourage agency participation. Research transportation management innovations around the country. Remains current on best practices and concepts of transportation management. Develops education programs such as rider training materials, travel trainer program and community forums. Develops new ways to remove barriers for transportation to VA Medical Facilities.
Manages program operations to identify and define requirements for the use of automated systems when dispatching and routing drivers. Provides training for VTS staff on a variety of transportation management and patient related software such as Vet Ride, Computerized Patient Record System (CPRS) and Veterans Information Systems and Technology Architecture (VISTA).
Investigates patient complaints on transportation issues and prepares draft correspondence in response to inquiries from Veterans, Congressman, Senators, Veteran Service Representatives, and other individuals.
Maintains contact with clinical personnel and other staff in various clinic settings to resolve delays and misunderstandings in the medical administrative aspects of providing transportation. Makes presentations to, and attend meetings of, a variety of groups, cities, counties, organizations, boards, and committees with passenger transportation links to promote coordination amongst agencies. Prepares appropriate documentation and/or scheduling for traveler according to VTP program guidelines.
Makes special arrangements for Veterans per physician documentation and is responsible for securing reservations on one of the VTS vehicles or sourcing alternative transportation when VTS lacks the capability to support the Veteran. Responsible for forwarding all correspondence to appropriate department via itinerary or stated preferences with destination and time. Communicates with VTS drivers enroute to Veteran's pickup location and medical facilities to resolve potential problems and will maintain communications regarding Veterans return travel arrangements.
Serves as point of contact for VTS drivers in the event of emergencies and responsible to ensure appropriate response to safeguard everyone on the vehicle in the likelihood of an accident or other emergency. Corresponds with physician, traveler, and transportation drivers to determine the transportation plan that best suits the Veteran. Analyzes management information reports of schedules and contract carriers to ensure that the most cost-efficient passenger service is provided.
Participates in Veterans Transportation Network and Regional Transportation Coordination Councils. Supports the facility's Fleet Manager through direct management, maintenance and recordkeeping of vehicles operated by VTS IAW the Fleet Manager's Guide, state and federal law, and local policies.
Exercises supervisory authorities and responsibilities involving work assignment and review, administrative and personnel management functions. Informs higher level supervisors of anticipated vacancies, increased workload or, other circumstances to obtain replacements, temporary help, or additional staff. Responsible for leave administration, incentive awards programs, motivation and morale, administrative disciplinary actions, and overseeing semiannual and annual evaluations, counseling employees whose performance is marginal or unsatisfactory and implementing continuing education activities.
Provides direct on-the-job training for employees, broaden employee training, and provide backup skills by cross training. Provides initial/recurring safety training for all employees on all aspects of job performance, including discussions on safety/fire prevention in unit meetings.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge and application of an intensive and complex body of transportation regulations, methods and practices to perform a wide variety of interrelated or non-standard support assignments and resolves a wide range of problems; knowledge of beneficiary travel rules and regulations in Code of Federal Regulations; knowledge of requirements of various regulations or operations to monitor and report on carrier compliance with contract terms, safety provisions, or other transportation programs; and ability to and knowledge of how to provide excellent customer service to anyone with whom the incumbent interacts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is primarily sedentary; however, duties will involve walking, occasional bending, standing, lifting, and carry of manuals and/or files. Incumbent will be exposed to stressful working situations that will require a mature approach and collective reasoning to overcome. The incumbent is subject to a great deal of stress because of the high volume of work, the need for accuracy, frequency of interruptions and ever-changing demands due to program changes and the needs of the service.
