This position is located in a district office of the Office of Field Operations, Regulatory Operations. This position has responsibility for assisting the Supervisory Program Managers and Resource Manager in maintaining effectiveness and efficiencies with District's development, documentation, and maintenance in the organizational structure, human resource utilization, property and support services, automated inspection system workload methods and procedures, and admin policies and practices.
Duties
Coordinates budgetary functions to ensure support tasks are accomplished in accordance with regulations and policies.
Facilitates human capital planning in accordance with regulations and policies.
Assists the Resource Manager with overseeing administrative support special projects.
Actively contributes to decision-making on uncommon administrative support problems
Ensures regulations and policies are correctly interpreted and applied to situations
Provides expert advice and guidance in the administration of the District's operating budget through the usage of financial management systems.
Reports frontline staffing allocations and usage to support effective staffing and recruitment for the district.
Reports frontline accession and attrition rates to support effective staffing and recruitment for the district.
Coordinates recruitment activities to fill critical vacancies.
Facilitates management initiatives impacting district operations
Supports senior staff on research and/or tracking of data for the purposes of evaluations and corrective action plan activites.
Identifies resource management and administrative process issues, risks, or problems to make recommendations for process improvements.
Furnishes various analytical reports to the Resource Manager and District Management Team.
Analyzes operational procedures within the District Office to ensure objectives are met.
Ensures customer service standards are met by the administrative support staff.
Ensures administrative activities are completed in a timely fashion.
Provides or coordinates training to administrative support staff on the usage of automated systems to perform essential duties of the position.

- Subject to satisfactory adjudication of background investigation and/or fingerprint check.

Qualifications
Applicants must meet all qualifications and eligibility requirements (including time-in-grade restrictions, specialized experience and/or education) by the closing date of the announcement, as defined below:
Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g.one year at the GS-09 grade level for consideration at the GS-11 grade level. One year at the GS-11 grade level for consideration at the GS-12 grade level.)
For the GS-11 level:
Applicants must have one year of specialized experience equivalent to the GS-09 level. Your resume must demonstrate at least one year of specialized experience equivalent to the GS-09 level, specialized experience that is in the line of work of the position to be filled and contain the following:
1. Developing operating strategies for the placement and use of personnel.
2. Developing procedures and operating guidelines for financial management, workforce usage, administrative best practices, work measurement.
3. Participation in developing an annual operating budget and projecting staffing levels for an organization.
4. Experience recruiting, hiring, and maintaining a workforce.
For the GS-12 level:
Applicants must have one year of specialized experience equivalent to the GS-11 level. Your resume must demonstrate at least one year of specialized experience equivalent to the GS-11 level, specialized experience that is in the line of work of the position to be filled and contain the following:
1. Overseeing operating strategies for the placement and use of personnel.
2. Managing and Implementing procedures and operating guidelines for financial management, workforce usage, administrative best practices, work measurement.
3. Overall responsibility for developing an annual operating budget and projecting staffing levels for a large organization.
4. Advising on appropriate staffing levels and recruitment strategies necessary to maintain a large workforce.
5. Planning or directing the operational functions of a Resource Management program to include managing, supervising or leading subordinate staff.

Education
