This position is located with the Bureau of Indian Affairs, Northwest Region, Superintendent-Flathead Agency, Branch of Irrigation, in Saint Ignatius, Montana, This is a Bargaining Unit position, for more information see What are bargaining units? Duties

Research land records at the county court houses and tribal lands division for land descriptions and boundaries. Computes land areas and balances with water right areas to agree with official land designations. Develops and maintains project maps using manual drafting methods and computer drafting programs. Measures water where needed throughout the Project. Record and maintain accurate water orders. Maintains records of flows, releases, and reservoir storage volumes. Record and maintain accurate records on daily water usage and spills. Performs construction surveying and staking. Prepares designs, hydrologic, hydraulic, structural and soil mechanics analysis, construction drawings, specifications, and cost estimates. Operate reservoir control gates and diversion gates.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: Office of Personnel Management Operating Manual, Qualification Standards for Technical and Medical Support Positions; and Individual Occupation Requirements for Engineering Technician Series GS-0802. CERTIFICATION: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. BASIC REQUIREMENTS FOR GS-0802 SERIES: Specialized Experience (for positions at GS-4 or equivalent and above): Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. SPECIALIZED EXPERIENCE: GS-6: I have at least one year of full-time specialized experience or the equivalent, comparable to at least the GS-5 in the Federal Service (obtained in either the public or private sector). This experience must include involvement in research, development, and maintenance of Project maps using manual drafting methods and computer-aid design programs. Also recording duties to document water supplies, rights, and deliveries and to provide accurate flow and storage information used in overall water management. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
