this position is located in Curecanti National Recreation Area, in the Integrated Resources Division. This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years. Term positions do not convey permanent status in the Federal service. Open to the first 50 applicants or until 04/03/2024 whichever comes first. Duties

The incumbent's core responsibilities will include advising the park's leadership team on NEPA issues and compliance with NHPA and ESA, as well as writing NEPA documents. The incumbent will need to have knowledge and experience with NEPA compliance protocols and document preparation right from the beginning of employment in order to fulfill the requirements of the position. Because the Environmental Protection Specialist is Curecanti's expert on the National Environmental Policy Act (NEPA) and is responsible for advising the park leadership team on the legal requirements of NEPA, the incumbent must have advanced knowledge of and experience with applying the National Environmental Policy Act and Council on Environmental Quality regulations. In addition, because the incumbent will be responsible for writing the NEPA documents, the incumbent must have professional experience in writing and editing environmental documents, such as Environmental Assessments (EAs) and Environmental Impact Statements (EIS's)

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. All qualifications must be met by the closing date of this announcement-04/03/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: planning and providing professional guidance for environmental compliance and program support related to natural, cultural, recreational resources, land use, land protection issues, public enjoyment and education; overseeing and coordinating the NEPA and/or NHPA components of project actions; and/or experience providing oversight, guidance, and direction related to environmental and cultural resources laws, regulations, and directives designed to protect nationally significant resources. (You MUST include hours per week worked on your resume). -OR- EDUCATION: Successful completed a Ph.D. or equivalent doctoral degree; or at least three (3) full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related (You MUST submit a copy of your transcripts). -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take graduate education in excess of the amount 2 full years of progressively higher-level graduate education (18 semester hours is equal to one year of graduate education). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. For example, six (6) months of the specialized experience described (50% of the experience requirement), and 45 semester hours (9 semester hours beyond the first two years) of directly related graduate level college study as defined above in an accredited institution (50% of the qualifying education) equals 100 percent to qualify. Y(ou must include transcripts). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
