You will serve as a Technical Contracts Project Manager in the Facilities Maintenance/Facilities Sustainment (FMFS) Division, Public Work Business Line, of Naval Facilities Engineering Systems Command (NAVFAC) Southeast. Duties
You will advise management on various types of contract strategies related to business operations to achieve optimum results.
You will oversee the content of planning, scheduling, performance measurements, progress, forecasting and configuration change control documentation applicable to the technical, financial, and production efforts of the contracts.
You will develop new methods for budgeting and forecasting long-range funding needs and timetables to obtain needed funding.
You will serve as primary point of contact, liaison, and negotiator between command, customers, and other government agencies to ensure execution of projects.
You will develop performance work statements, statements of work, and independent government estimates for complex Base Operations Services and other Facility Support type contracts to ensure continuous operation services.

- This position may require travel, 25% of the time or less, from normal duty station. You must be able to travel on military and commercial aircraft.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Overtime may be required but is not guaranteed on a regular basis.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Developing and implementing Performance Work Statements (PWS)/Statements of Work (SOW) and independent government estimates (IGEs) for complex contracts at DoD installations, facilities, and operations; 2) Developing and Managing Plans of Actions & Milestones (POA&Ms) for projects; 3) Working within statutory requirements, regulations, and policies related to facilities services or base operations support; 4) Developing customer relations as the project liaison on complex multi function projects for contracts supported to assure accomplishment of established goals; 5) Managing expenditure of funds associated with assigned projects and maintaining accountability for development team personnel and resources; 6) Providing technical support as required for assigned projects to insure technical responsibilities are executed in accordance with contract procurement regulations and business processes (i.e.; BMS, corporate/enterprise processes, standard operating procedures, directives/guidance, etc.).
