The primary purpose of this position is to interpret resources to convey national significance; connect visitors to personal relevance; facilitate shared learning; support specific learning objectives to meet educator and community needs; inform the public for compliance and safety, support management of natural and cultural resources, representative of national heritage; and enhance mutual understanding for individual and social benefit.

Duties

As a uniformed employee of the National Park Service, incumbent works in the primary visitor center and is responsible for daily visitor center operations, including providing visitors with accurate information on park resources and cultural history, as well as safety and access information for the surrounding region. Incumbent serves as a front-line representative providing informal interpretive opportunities and formal interpretive programs such as walks, talks, multimedia, demonstrations, and children's programs. Programs are prepared and developed using original research into primary and secondary source materials based on park themes and planning documents. Incumbant serves as the primary contact for park social media and website content. Duties will be developmental in nature when filled below the full performance level. Career seasonal - Badlands National Park Only - The employee will work during annually recurring periods of employment, which will last at least six (6) months but total less than twelve (12) months per calendar year. When operational needs and/or funds are not available, the selectee will be placed in non-pay status. Placement in non-pay status will not be on a sporadic, occasional, or unplanned basis. The season is expected to last eleven (11) months, beginning March through January. The employee is expected to be in non-duty/non-pay status for the month of February. A Recruitment Incentive May Be Authorizedfor a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR 575.102 is not eligible for a recruitment incentive. A Relocation Incentive May Be Authorizedfor a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: The work requires some _physical exertion and ¢an involve extensive periods of standing and walking, in some cases over rough surfaces or Inclines outdoors or in caves, and carrying backpacks, tools, rescue equipment, or other loads. Some employees may engage in firefighting, search and rescue, and other strenuous activities; these employees may be required to lift or carry equipment weighing more than 50 pounds over long distances. Employees who participate in all-risk operations wil11be required to meet fitness requirements on a continuing basis. Working Conditions: The work can include moderate risks or discomforts that require safety precautions ( e.g., exposure to extreme te·mperatures, climates, rough terrain, wild animals, pests, and/or insects). The incumbent may be required to use protective clothing or gear, such as masks, boots, gloves, etc. Some employees may be engaged in all-risk operations and be exposed to high risk and potentially dangerous situations which require a range of safety and other precautions This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Badlands National Park is filling this position at the GS-05 or GS-07 level while William Jeferson Clinton Birthplace will be filling this position at the GS-07 level only. Both positions may be promoted to the GS-09 level without competition. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Qualifications

All qualifications must be met by the closing date of this announcement-03/29/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include, but are not limited to, Park Guide or tour leader; environmental educator or teacher; deliver structured and informal presentations using various communication techniques to a variety of audiences; archeological or historical preservation research work involving presentations. To be creditable, this experience must have been equivalent in level of difficulty and responsibility to that of at least the GS-4 grade level in the federal service. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least four (4) years of education above high school (120 semester hours or 180 quarter hours) leading to a bachelor's degree with major study or 24 semester hours of coursework in a related field. (Related fields of study include natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources.). You must submit transcripts. -OR- Successful completion of a combination of education and experience as described above. You must have an equivalent combination of education and experience. For example, you have six (6) months of the specialized experience described above (50% of the experience requirement) and 60 semester hours (90 quarter hours) of college study from an accredited institution (50% of the qualifying education) which included at least 12 semester hours (18 quarter hours) of related coursework as specified (50% of the related coursework required). You must include transcripts. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: You must possess one (1) year of specialized experience equivalent to the GS-5 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience includes development and presentation of formal interpretative programs, preparation and writing of social media posts and other interpretative media using design-based software. -OR- EDUCATION: Must possess one (1) full year of graduate study in one of the following fields: natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources.) (One year of graduate education is 18 semester hours or 27 quarter hours). You must submit transcripts. OR- Superior Academic Achievement (SAA) by Successful completion a Bachelor's degree from an accredited college or university with major study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resource, which provided me with the knowledge and skills necessary for successful job performance to do the work of this position, and meet one of the following requirements for Superior Academic Achievement at the undergraduate level: 1) Class standing -- Graduated in the upper third of the class based on completed courses in the college, university, or major subdivision; 2) Grade-Point Average (G.P.A.) 3.0 or higher out of a possible 4.0 scale as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or 3) Election to membership in a national scholastic honor society. (Note: A copy of your transcript is required as documented proof of your GPA, class standing, or election to honor society membership.) -OR- Must have an equivalent combination of education and experience. For example, I have six (6) months of specialized experience (50% of the experience requirement) and one-half year (9 semester hours or 14 quarter hours) of directly related graduate level college study in an accredited institution (50% of the qualifying education). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
