Duties

WHAT IS THE TAS - Taxpayer Advocate ServiceDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Taxpayer Advocate Service Systemic Advocacy, Processing Technical Advocacy The following are the duties of this position at the full working level. Meets with top-level managers, directors and executives within TAS and the IRS to define the overall goals and objectives of the project. Prepares action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Departmental, TAS and IRS goals, schedules, and policies. Prepares recommendation for personnel and budget requirements to accomplish the project; negotiates with managers, directors and executives of various components of TAS and the IRS to obtain needed resources and support. Plans, coordinates, and establishes operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project. Participate with the executives in formulating new or revised policies for high-level Service-wide programs providing administratively authoritative recommendations on matters related to the formulation and implementation of Service-wide program initiatives; Serve as the primary liaison with the Executive Director of Systemic Advocacy and other government agencies for the full scope of assigned project assignments and issues effecting Service functions, including special assignments that are sensitive, unusual, or controversial. Develop management objectives, strategies, actions, and critical success factors and consolidate final strategic business planning for the organization; Prepare and coordinate high-level correspondence and briefing material, including Congressional testimonies, the Annual Report to Congress (ARC), and IRS Oversight Board Briefings; Establish and coordinate special agency studies requiring analysis and evaluation of systemic taxpayer issues; Develop conclusions, recommendations, or proposals for executive approval, decision, review, or other consideration from internal or external sources; Assist in preparing taxpayer advocate directives, recommends changes to IRM, assist in preparing TAS memoranda, recommend changes in policy, and other written guidelines and recommendations. Conduct briefings and prepare comprehensive reports to keep top-level managers and executives advised on project plans and progress and to communicate findings and recommendations; Provide interpretations and guidance on operating policies, instructions, and material pertaining to assigned program areas; Prepare reports on national issues; Interpret, develop, and coordinate analytical reviews of new policies, procedures, and program requirements and their impact.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC QUALIFICATION REQUIREMENTS: This is a collateral duty assignment with no promotion potential, change to your current permanent position description of record, or post of duty. Your experience must demonstrate your technical expertise to plan and conduct formal classroom training on basic or advanced areas of tax law, procedures, policies, techniques, or other specialized fields unique to your position/occupation. The cadre position covered by this announcement is identified below: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE:GS-15 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Experience working with multiple organizations, or organizational units, which required understanding of the interrelationships among the programs in order to research problems and issues; Experience applying operational and organizational procedures to determine appropriate actions to take; Experience interpreting relevant laws, regulations, rulings, policies or procedures in order to research and advise on specific questions or problems; Experience communicating orally and in writing on a multitude of subjects and to meet and deal effectively with a wide range of co-workers, executives and leaders within and/or outside the organization, and experience upholding the mission, organization, policies, practices and procedures, including program areas specific to taxpayer advocacy. AND TIME-IN-GRADE REQUIREMENTS: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
