The primary purpose of this position is: Serve as a security clerk assigned to Pass & Registration of the Plans & Programs Section and process various security related documentation including requests for issuance of Contractor Access Badges and Restricted Area Badges, as well as other documents to include Defense Biometric Identification System (DBIDS) cards and passes.

Duties

Performs and enforces Pass and Registration duties; processes and issues Defense Biometrics Identification cards (DBIDS), contractor access badges, restricted area badges (RAB's) and temporary passes to eligible personnel. Performs and enforces the full range of identity proofing, vetting and fitness determinations for installation access. Maintains controlled forms. Carries out routine, miscellaneous clerical tasks. Provides general customer service.

  • This position requires shift work by the employee which may require other than normal duty hours. It may include evenings, weekends, and/or holidays.
  • Typing and computer operation is performed, however, a qualified typist is not required.
  • May be required to perform vehicle scans using the Vehicle Scanning System for vehicles requesting entry into the installation.
  • Must obtain and maintain a SECRET security clearance.
  • Incumbent may be required to perform other related duties as assigned.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS-0086, Security Clerical and Assistance Series. GENERAL EXPERIENCE: One year of general experience is required for GS-04 level positions. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled; Knowledge such as the body of standardized security rules, regulations, and directives to support and process a variety of standard personnel security actions, ID cards, vehicle permits, restricted area badges, or other forms of authorization. NOTE: Your resume must show experience. OR EDUCATION: Two years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of security processes, and procedures and knowledge of general office clerical functions. 2. Knowledge of personnel security clearances and investigation processes and the procedures, forms, and information required to verify against authorization documents, issue badges, passes, vehicle permits, or other forms of authorization. 3. Knowledge of one or more automated databases associated with a specific security function to recognize, locate, and insert data/information; support office and security operations; and produce a variety of documents and reports. 4. Ability to plan and organize work, follow instructions, guide others and accomplish multiple ongoing projects. 5. Ability to communicate effectively with a diverse group of individuals, using a high degree of tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
