This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE for Real Estate Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is for a Realty Specialist GS-12 for the US Army Corps of Engineers, Detroit District with a duty location in Chicago Illinois.
This is a direct hire solicitation.
Duties
Provides mentoring and guidance with work to be accomplished and assist with coordinating work of the team.
Assists with work based on priority, difficulty, and teams capabilities.
Studies and analyzes the planning and construction program for all District projects through all stages of project development to determine amount of land needed.
Maintains general administrative control over contract work in progress and makes key decisions affecting overall performance, delivery, and acceptability of the work.
Directs preparation of gross appraisals by others of the surface and mineral interests acquired for project purposes, and the organization of explanatory and supporting data.
Coordinates work requests with the Acquisition function to resolve conflicts and clarify requests.
Plans, directs, gathers information, makes analysis, and directs preparation of various reports relating to the real estate mission.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a valid State motor vehicle operator's license prior to appointment and maintain the license for the duration of employment.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes Applying real estate principles, regulations, practices and techniques to determine and illustrate necessary lands easement and rights of way for a project, supporting project supporting project delivery teams in planning and construction phases, and utilize strong GIS technical skillsets. This experience is typical of the second lower grade/level position in the federal service (GS-11).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
