This position is located in the Department of Homeland Security (DHS), Office of the Immigration Detention Ombudsman (OIDO). The primary purpose of this position is to provide oversight of immigration detention facilities nationwide and make recommendations to address operational concerns raised in inspections, audits, investigations, or reviews of such facilities. Non-BU: This is a non-bargaining unit position.

Duties

As a Investigator, GS-1810-12/13, your typical work assignments may include: Planning, organizing, and conducting investigations and inspections of immigration detention holding rooms applying detention facility standards. Developing inspection and investigative reports to recommend appropriate actions and final decisions based on investigations and inspections. Providing advice on specific problems involving inspections and/or investigative policy, planning, and operations. Participating in strategic planning and performing internal and external coordination with senior officials regarding immigration detention standards and matters. Qualifications

Specialized Experience GS-12: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: Applying appropriate standards of inspections and/or investigations to facilitate proper investigative coverage. Assisting inspection or investigating agencies by advising on any areas which might be pertinent to a complaint regarding detention and/or detention facilities. Managing multiple investigations to resolution, including liaison and case coordination with allied local, state or federal agency personnel, in determining administrative or other recommendations or sanctions. Analyzing, reviewing and developing procedures and reports and presenting in writing and orally in relation to the issues involved. Substitution of education in lieu of specialized experience may not be used for this grade level. Specialized Experience GS-13: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: Managing, leading, coordinating and updating inspections or investigations with mastery in interviewing, researching, and preparing reports. Managing multiple in-depth inspections or investigations to resolution, including liaison and case coordination with allied local, state, or federal agency personnel, in determining administrative or other recommendations or sanctions. Facilitating program strategies to ensure policies and plans include a long-term outlook consistent with component and office needs. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program. The incumbent is required to sign a Condition of Employment form (for certain positions identified as critical under the drug testing program) and must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer; and employee will be subject to random testing while employed with the Department in a TDP. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
