The Lead Transportation Assistant of Veteran Transportation Service (VTS) and Beneficiary Travel (BT) will operate within the VTS service located at the Tuscaloosa VA Medical Center (TVAMC) and surrounding community-based outpatient clinics. The incumbent reports directly to the supervisory Mobility Manager. The lead transportation assistant would lead staff with in the VTS and BT office, which includes: (4) Transportation Assistants, GS-2102-05 and (1) Transportation Assistant, GS-2102-06.

Duties

Major Duties include, but are not limited to: Collaboration with the Mobility Manager for transportation workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation and ongoing operational flow of the Veteran transportation services program and the beneficiary travel office. Coordination of transportation functions. General program support such as travel eligibility, collection, compilation, research, and tracking of financial and demographic information to support VTS and BT programs. Reports to the Mobility Manager and ensures that work assignments of other employees are carried out by performing a range of duties as as an administrative advisor to clinical and administrative staff. Resolves internal procedures requested by the clinical staff member as the incumbent is regarded as the primary liaison between administrative and clinical staff in this section. Assures compliance with all procedural policies and directives related to assignments in this section. Accountable for operations of functions within the units. Assists in congressional inquiries, investigating the impact of new directives, guidelines, and memorandums and suggesting processes that need to be implemented or changed to assure compliance with policy change. Ensures accurate collection of statistics form the section for workload reports. Reviews monitors and payments made in support of the Improper Payment Elimination and Recovery Improvement Act (!PERIA). Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Equal and balanced distribution of daily work assignments to staff; Provides clarification and education on VTS regulatory issues that may arise by medical staff and remains current with all transportation and VTS policies, procedures and directives; Ensures scheduling of Veterans daily trips, eligibility, completed work assignments are done properly and meets deadlines; Utilizes Veterans health Information System & Technology Architecture (VISTA), CPRS, SharePoint, Microsoft Office Programs. You will be rated on the following Competencies for this position:Accountability, Creative Thinking, Customer Service, Federal Funds Processing, Financial Management, Flexibility, Interpersonal Skills, and Knowledge Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires no special physical demands, but will require some physical effort such as standing, walking, bending, or sitting.
