The Vocational Development Specialist is assigned to the Homeless Program Office and works under the administrative and clinical supervision of the Department Of the House and Urban Development- Veterans Administration Supported Housing (HUD-VASH) Program Manager
Duties
The HUD-V ASH Employment Specialist carries out all duties related to obtaining and
maintaining competitive employment for homeless or at-risk of homeless ness Veterans who are
referred by a homeless program provider or self-present for employment services. The focus of
the services will be to promote optimal occupational functioning of clients within the community.

vocational services will best meet the employment needs of the Veteran requesting services.

The Employment Specialist conducts an interview to determine the nature and level of
intervention that may be required to assist the Veteran in obtaining employment. Based on the
initial assessment and his/her expertise in vocational development, the Specialist provides the
Veteran with a range of service options that will meet both his/her immediate and long-term
employment needs. This assessment is based upon the Veteran's employment and educational
history, current barriers to employment, interests and skills. The assessment is intended to be
brief, focused and interactive in nature and to guide the development of an initial employment
plan including the resolution of potential barriers to employment
The Employment Specialist provides both direct and indirect services including but not limited
to: access to job listings; resume preparation; vocational counseling; negotiations with employers
for reasonable accommodations; assistance with completion and submission ofjob applications;
coordination ofand transportation to job interviews; interview skills training; job development
and job placement. The level and types of services provided should be determined by the
Employment Specialist in collaboration with the Veteran where the end result is competitive
employment, employment maintenance or improved job status. There is not a specific
prescriptive formula for the provision of these vocational services as they are intended to be
offered based on the individualized needs ofthe Veteran such that some individuals may request
and receive a singular service (e.g. resume preparation) whereas another may require job
The incumbent reports to the Homeless Program Manager through the HUD-VASH Program
Manager and is given assignments with general instructions. The GS-9 Employment Specialist
carries out general assignments independently and consults with his/her supervisor and with
colleagues in developing knowledge and applying agency policies and practices to new matters.
The GS-9 may also be assigned more complex or specialized cases with close supervision. The
incumbent keeps supervisor informed of problems that arise during the rehabilitation process.
Work is reviewed for technical adequacy and conformance with procedures and practices
applicable to the subject.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Work that required obtaining and applying occupational information for people with disabilities, knowledge of the interrelationships of the involved professional and specialist services, and skill in employing the methodology and techniques of counseling to motivate and encourage individuals served by the program. 2) Experience that demonstrated knowledge of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities; or of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention. 3) Experience in vocational guidance or teaching in a recognized vocational rehabilitation program or school, developmental or supervisory work in programs of vocational rehabilitation or training programs for the disadvantaged, or personnel or employment placement work that provided extensive knowledge of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems.
Physical Requirements: This position requires the incumbent to drive on a regular basis, as 60% of their time will be spent in the community in job development, networking, and providing follow-up support to Veterans who are employed.
