This position is a Budget Analyst, GS- 0560-13 working in Hadley, Massachusetts for the R5-ARD-Fish and Aquatic Conservation. Duties

As a Budget Analyst your duties will include but are not limited to the following: Provide analytic capability and management of the regional budget of the FAC Program, including budget development, justification and allocation. This is a complex process which involves an understanding of the Service's programs and the Federal budget process. Provide FAC Program managers with decision-making information based on the analysis of complex issues. Provide staff support to the Assistant Regional Director (ARD) and at times represent them on budget development matters. Day-to-day work consists of coordinating region-wide program budget development projects; providing analytical expertise to program staff by reviewing material for consistency with Regional and Service policy, and for effective communication of program goals, outputs and benefits of funding initiatives; obtaining any needed follow-up information; editing for clarity; preparing funding and FTE analyses and spreadsheets; and providing presentation materials. The analyst will work closely with Regional, Headquarters and Departmental staff, Congressional staff and others in refining and explaining justification materials, as required. The analyst will formally present material to regional and field managers and staff. Reviews and analyzes field office and program budget submissions and formulates recommendations related to the development of the FAC Program budget. The incumbent develops narrative and summary materials for submission to the Regional Directorate, Director, Department, Congress and others. This includes assisting in advising operating officials as to the elements needed for narrative justification of budget requests, including clear objectives and goals, and the outputs and benefits of program funding. Plans, assigns, and reviews work; adjusts short term priorities; establishes performance standards and evaluates performance; approves leave and certifies time and attendance; initiate personnel actions; recruits and interviews candidates for positions and recommends personnel actions; hears and resolves complaints from employees, referring those unresolved to a higher level supervisor; recognizes and rewards good performance; effects minor disciplinary actions and recommends actions in more serious cases; identifies training needs of employees and arranges for training as needed; improves production or quality of work directed; and supports and implements Government-wide, Departmental, FWS, and Regional Equal Opportunity programs.

Qualifications

Only experience and education obtained by 04/03/2024 will be considered. In order to qualify for this position you must possess 1 year of specialized experience comparable in scope and responsibility equivalent to grade GS-12 in the Federal service. Specialized experience MUST include: 1) developing and presenting executable budgets with multiple funding sources, which includes reimbursables, that meet the goals of an organization while following all applicable regulations, policy, and guidance; 2) writing and editing budget justification papers, plans, and estimates. 3) providing budget process advice and guidance to managers and upper management and working with programs to ensure their use of funds is appropriate; 4) tracking and comparing expenditures against obligations and analyze financial data using financial/accounting software and databases; and 5) supervising and/or leading a small staff or team, including planning and assigning workload, providing feedback, and mentoring. NOTE: Your resume MUST clearly demonstrates all of this experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, i.
