The primary purpose of this position is to manage the Direct Reporting Unit (DRU) human factors system integration and human engineering programs for the HQ Air Force Operational Testing and Evaluation Center (AFOTEC) mission involving field testing of advanced and emerging technologies with human factors analysis and evaluation. Duties
Manages the Human Systems Integration program using extensive knowledge to interpret Civil, DoD and AF standards, procedures, methods, and techniques to determine compliance and make final decisions on all human system integration and human factors integration issues for Air Force Operational Test activities.
Serves as the Human Factors representative for all operational test programs and participates in all HF working groups for systems under test. Ensures the operational test community unique policies, procedures and operational limitations are effectively represented at these venues.
Manages the Human Factors Engineering program using extensive knowledge to interpret Civil, DoD and AF standards, procedures, methods, and techniques to determine compliance and make final decisions on all human factors engineering issues for Air Force Operational Test activities.
Assists the Director of Safety in the management and implementation of the AFOTEC Human Use Protocol and Research Reviewer program IA W AFI 40-402. Performs assignments to make determinations that an operational test/research plan/proposal is either not human research; exempt human research; or non-exempt human research requiring IRB review.

- At a minimum, qualification requirements stipulated by the US Office of Personnel Management (OPM) for the 0180 occupational series must be met.
- Occasional travel using commercial or military aircraft may be required to perform temporary duty assignments.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- Must be able to obtain and maintain a Top-Secret (Critical Sensitive) clearance.
- The employee may be required to work other than normal duty hours, including evenings, weekends, and/or holidays. overtime may be required.
- Bachelor's degree in psychology or equivalent degree required.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug (CONTINUED)

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Psychology Series 0180.
BASIC REQUIREMENT:
Education: Degree in major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:
Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.
Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required (Psychology Series 0180 (opm.gov)).
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: evaluates front-end analysis and experimental work of new weapons systems; Evaluates the architecture, workflow, information, and interaction designs for new and current systems; Prepares usability metrics, executes usability assessments and analysis, and utilize other user mechanisms to inform program priorities; Maintains cognizance over all new or modified systems that will undergo operational testing; Recommends approval or disapproval of risk assessments of identified hazardous processes/conditions and determines applicable methods and procedures for controlling or eliminating those hazards; Ensures submission of all non-exempt human research activities to an appropriate IRB for review and determination prior to beginning any research activity such as screening, data collection, or enrollment of subjects.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of established human factors principles, practices, procedures, laws, regulations, and current legislative issues as they relate human factors and human system integration programs; the requirements, methods, and techniques of human factors systems analysis. Resolution of testing. Human factors problems and risk assessment methods and techniques for evaluating human factors risks involved in operational testing.
Knowledge of Air Force Acquisition Traditional and Non-Traditional Operational Test and Evaluation processes, programs, and procedures. Knowledge of the organizational and functional responsibilities and operations of AFOTEC. Knowledge of AFOTEC unique policies, procedures, and operational limitations on the operational testing of advanced weapons systems.
Ability to plan and monitor multiple large and complex system programs simultaneously, requiring searching out and development of new or greatly modified test methods and approaches to establish testable, realistic, and revealing human factors measures capable of resolving applicable objectives, standards, and requirements.
Ability to sufficiently interpret/modify standard techniques or devise specialized operating practices concerned with accomplishing an operational test objective; explaining the reasons and purposes for applying measures and procedures, minimizing, or abating operational test hazards.
Ability to develop working relationships with diverse military, civilian, professional, and technical populations. Must possess verbal and writing skills sufficient to prepare human factors presentations, briefings, training materials, reports, and surveys.
Ability to plan, organize work and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
