This position is located with the Division of Nursing Services, Nurse Education Branch at Gallup Indian Medical Center (GIMC), Gallup, NM. This position directs, implements and evaluates the nursing education program for the Emergency Room. Uses professional nursing expertise in educational program development for existing and recruited nursing staff.
Duties

Assesses the teaching needs essential to continuing education and development of new and experience nurses. Identifies, evaluates and implements instructional material in all types of media and formats to meet the needs of the nursing staff.
Promotes nurse professional development and competency through specialized training and certification programs. Participates in the development of nursing service policies and procedures.
Develops curriculum for the identified programs based on standards of care, evidence-based practice, and educational needs of the participants.
Coordinates orientation for new staff, working closely with other departments to ensure proper orientation is completed.
Operates various types of medical equipment, computers, and audio-visual equipment.
Prepares and maintains financial and material resources requirements for ED-specific education and training programs. Maintains various spreadsheets concerning certifications obtained. Responsible for remaining within the budgetary limits set for ED nursing education.
Reviews training and travel requests based on needs and budgetary allowances.
Prepares, maintains, submits, records and reports such as monthly staff development report, monthly educational activities report, and report of staff that are approaching delinquency status for required professional training.
Serves as an advisor or a member of various hospital committees including Trauma, Code blue and Lab.
Maintains and prepares reports regarding employee education via Health Stream, presents these reports if necessary.
Qualifications

BASIC REQUIREMENT(S):
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing. A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education , Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
GS-12 (or equivalent) Grade Level In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Knowledge of professional Emergency Care Nursing principles, practices, concepts and procedures as applied to the care of Emergency Department patients i.e., nursing diagnosis, problem oriented care plan development, use of emergency drugs, and interpretation of EKG rhythm strips, ABGs and other laboratory data. Knowledge of critical care diagnostic and treatment techniques such as chest tube insertion, intubation, central line and pulmonary artery catheter placement, pericardiocentesis, thoracentesis, paracentesis. Advanced skill required to demonstrate and instruct new staff on proper use of equipment.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
