The primary purpose of this position is to exercise technical and administrative supervision over subordinate supervisors and workers in accomplishing trades and labor work of 354th Civil Engineer Squadron, Operations Flight.

Duties

- Performs work planning responsibilities. Plans and establishes long-range work requirements and schedules (typically 6 months or longer). - Performs work direction responsibilities. Assigns and explains work requirements and operating instructions to subordinate supervisors. - Performs administration responsibilities. Participates with subordinate supervisors/employees in the development of performance plans. - Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. - Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas.

  • The duties of this position meets all requirements as a cat4 designation, shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").
  • May be required to perform temporary duty travel by either government or commercial air transportation, and to utilize government furnished quarters and messes at temporary duty locations when available.
  • May be subject to emergency call back at all hours.
  • This position has been designated as to satisfy a civilian recovery force requirement.
  • Incumbent may be required to report and work for extended periods of time during national emergency declarations;
  • In a contingency when the mobile military Prime Base Engineer Emergency Force (Prime BEEF) teams are fully or partially deployed, and during a natural disaster recovery operation to augment the available military recovery force
  • May periodically respond with assigned Disaster Response Force Recovery Team during simulated emergencies to test and/or maintain proficiency in team skills for assigned work.
  • Required to have physical abilities to respond to simulated or real emergency situations including aircraft crash response in rough terrain during Base Emergency Aircraft Recovery (BEAR) Team deployments.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance & Operations Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to supervise. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment. 2. Knowledge of safety regulations, practices, and procedures; knowledge and broad background in construction principles, methods, techniques, blueprints, and specifications, i.e. annually ice bridges are constructed to allow access to and replenishment of supplies for geographically separated and remote facilities and bombing range support. 3. Knowledge of the standard base civil engineering system, as decisions made effect the working and living environment and the safety and health of base occupants. 4. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications; ability to plan and organize work assignments to include determining resources required to accomplish mission. 5. Ability to manage overall direction and coordination of subordinate work activities and functions and implement sound personnel policies, practices, and procedures through one or more levels of subordinate supervisors. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
