This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing.
Duties
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Program Analyst, you will:
Analyze, evaluate, and interpret policies, programs, and procedures to identify barriers and challenges.
Develop and make recommendations for long term planning, goals, and evaluation of operations, the organization, and programs.
Make recommendations to senior leadership as to the improvement of HCV programs.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Analyzing Housing Choice Voucher (HCV) program policies and procedures in order to determine effectiveness and make recommendations for improvement; AND
- Manages projects involving multiple stakeholders while coordinating the development of project deliverables; AND
- Performing analysis on business processes to develop reports, recommend program improvements, develop and conduct training.
Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Analyzing and evaluating the efficiency and productivity of program operations and recommending changes or improvements; AND
- Performing studies involving public housing programs; AND
- Interpret laws, legislation, regulations, and governing authorities as it relates to the Housing Choice Voucher program.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
