The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Lead and oversee data science programs by identifying strategic methodological issues and areas of focus to support decision making by the most senior policymakers.
Assist in leading ODNI's Performance Assessments in maturing IC mission performance analytics and assessments capability, mission performance data science, and analytic tradecraft evaluations. Help oversee a group of 40 government and contractor staff to develop products and technical capabilities associated with measuring and assessing IC performance.
Lead the development and implementation of the next generation of IC mission performance metrics that integrates the resources, mission outputs, outcome, and customer impact to inform senior IC leaders' decisions on the future posture of the community.
Manage the assessment of the IC's posture and performance against the National Intelligence Priorities Framework and other mission specific priorities, in accordance with ICD 204. Lead the process to characterize the IC production against the most urgent and important NIPF Priorities. Provide briefings of findings and recommendations to ODNI and IC leadership, senior policymakers, the National Security Council, and Congress.
Lead the deepening of IC partnerships and external customers to build IC-wide metrics capabilities, receive data, and strengthen feedback measurements to enable IC-wide analytics to inform strategic planning and resource allocation decisions.
Supervise the development of new data science capabilities developed through the Data and Decision Sciences division. Ensure the delivery of state-of-the-art data science and business analytics capabilities for IC and DMI partners.
Develop and help implement a strategic plan for creating robust and integrated IC Communities of Interest for mission performance assessments, mission performance analytics, mission performance data science, and decision science.
Manage the development and implementation of the ODNI performance assessments plan; oversee the execution of the plan through collaboration with IC partners and other ODNI stakeholders.
Manage and oversee, guide, and monitor the governance structures to ensure decisions are made through the appropriate fora and disputes are resolved expeditiously.
Manage and oversee to drive success for the collaboration effort.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
Superior ability to leverage multiple data management tools to organize relevant information and make decisions.
Superior ability to anticipate intelligence and national security issues relevant to the IC and United States Government and lead efforts to recommend and implement needed actions.
Expert analytical and critical thinking skills, including the demonstrated ability to think strategically and lead and execute initiatives for the IC.
Superior ability to lead IC-wide assessments of mission performance against strategies or priorities.
Expert experience in developing metrics of mission performance and using data science to measure mission performance.
Expert experience in creating and implementing strategic plans for multi-dimensional organizations.
Expert experience in developing IC-wide communities of interest.
Bachelor's degree in quantitative or technical field of study (e.g. statistics, mathematics, computer science, physical science, economics, Geographic Information Systems)
Desired Requirements:
Expert knowledge of appropriate analytic methods and methodological tools in one or more of the following areas: Applied Mathematics (e.g. probability and statistics, formal modeling, computational social sciences); Computer Programming (e.g. programming languages, math/statistics packages, computer science, machine learning, scientific computing); and Visualization (e.g. GIS/geospatial analysis, telemetry analysis).
Expert writing reports and creating visualization products for executive level presentation of analysis and findings.
Superior experience in one or more intelligence disciplines (HUMINT, SIGINT, GEOINT, MASINT, OSINT or all-source analysis).
Understanding of how the IC resources mission capabilities and sets intelligence priorities.
Experience: 10 years of related experience is preferred.
