This position is located under the Office of the Associate Director at the Tuscaloosa VA Medical Center (TVAMC), where the incumbent serves as the Supervisory Safety and Occupational Health Manager (Safety Manager), providing services for a Level 3 Complexity encompassing 125-acre campus and CBOC/ Outreach Clinics for Selma, Demopolis, Fayette, Hamilton, and University of Alabama.

Duties

Serves as the designated Safety Manager for the Tuscaloosa VA Medical Center which is a comprised of the main medical center and 4 additional outlying sites of care. The Tuscaloosa VAMC is a Level 3 complexity with a catchment area comprised mostly of rural counties (i.e., Selma, Fayette, Hamilton, and Demopolis). The incumbent acts with full authority to supervise and manage a comprehensive and facility encompassing safety management program, which is designed to provide a physical environment free of hazards. As the designated Safety Manager for the Hospital, he/she is authorized to take the necessary immediate action when hazardous conditions pose a threat of personal injury or danger to equipment or buildings. Manages staff activities to reduce the risk of human injury and occupational illness; analyzes safety management programs designed to protect patients, staff, visitors and the property from fire and the products of combustion. Provides for the safe use of building and grounds. Oversees and evaluates all safety activities. Manages the overall Safety Program to provide the patients, visitors, and staff of this medical center the highest possible level of safety attainable. The incumbent of this position has full delegated authority and responsibility for the planning, coordination, operation, and internal evaluation of the TVAMC Occupational Safety and Health Program. The Supervisor, Safety and Occupational Health Officer is responsible for the supervision, management and direction of all program elements and aspects of the Safety and Occupational Health Program to include but not limited to Safety, Life Safety, Industrial Hygiene/Occupational Health and Green Environmental Management System (GEMS). The Supervisor, Safety and Occupational Health Manager is directly responsible for the supervision of four (4) subordinate staff including one (1) Industrial Hygienists, two (2) Safety and Occupational Health Specialists (GS-11 & GS 9) and two (2) GEMS Coordinators. The incumbent is responsible to perform all Supervisory functions to include the assessment determination of staffing levels required to support the Safety and Occupational Health Program. Additionally, the incumbent is fully responsible for developing position descriptions, performance standards and competencies, initiating recruitment efforts, evaluating, interviewing, and selecting qualified candidates to fill vacancies within the Safety and Occupational Health Office. Incumbent provides direction and review of professional as well as technical performance and work products of subordinate staff. Performs other related duties as required. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conduct safety surveillance audits and inspections on a frequent basis according to required standards and regulations and depending on the degree of hazard; Investigate hazardous conditions, equipment, and practices to identify and analyze the nature and severity of hazards and possible remedial actions; Develop or adapt materials for safety campaigns and training courses; Plan, schedule, and conduct difficult inspections in establishments and worksites where there is a strong probability of encountering hazardous work processes and materials, and unsafe environmental conditions, involving a substantial number of employees. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires regular and recurring field visits to complete investigations. The work requires some physical exertion, such as extended periods of standing, recurring bending, crouching, stooping or the lifting of light to moderate items such as manuals, briefcases, and fire extinguishers, or driving or traveling by motor vehicle when conducting onsite and off-site evaluations or training.
