You will serve as a INDUSTRIAL PROPERTY MANAGEMENT SPECIALIST in the INDUSTRIAL PROPERTY MANAGEMENT DIVISION, BUSINESS OPERATIONS DEPARTMENT of SUPERVISOR OF SHIPBUILDING GROTON.
Duties
You will verify excess reported property on the contractor’s inventory schedules is physically, physically, qualitatively, and technically allowable to the contract and cannot be reasonably diverted to other Government work,
You will accept or reject contractor inventory schedules and DD-1342, and account for all excess inventory reported by the contractor,
You will ensure timely shipments or release by the contractor of property selected for reutilization by other Government agencies,
You will formulate a judgment, in situations of loss/damage/overconsumption or other misuse of government property, whether the contractor is liable under the terms of the contract,
You will coordinate property administration/plant clearance actions and information with SUPSHIP industrial engineers, equipment and safety specialists, accountants, and quality assurance specialists, and Norfolk Fleet Logistics Center,
You will exercise local Command Instruction and act as a designated agent authorized to verify, receive inventory, and transfer custody of Special Nuclear Material (SNM),
You will develop and maintain property administration/plant clearance standard operating procedures, desk guides, and other local directives implementing the Command’s program,
You will perform research as required to resolve Government Property (GP) issues that extend beyond the day to day GP work,
You will evaluate contractor’s management and control of government property and ascertain whether the contractor is effectively complying with the Federal Acquisition Regulation and other regulations,
You will apply a practical knowledge of shipbuilding machinery, tools, specialized equipment and real property and understanding of the sole vendor’s business organization and practices in property administration/plant clearance functions,
You will resolve property administration matters by communicating and working with the contractor’s management, personnel from government procurement and logistics activities,
You will employ knowledge of Government Property control methods, principles, practices and standards to plan and conduct effective measurements of the contractor’s systems, and prepare documented reports on findings of conditions or trends.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing oversight of government property for an industrial facility.
For GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting in the oversight of government property for an industrial facility.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-09:
· successful completion of a master's or equivalent graduate degree. Your major study was in business administration, accounting, law,
marketing, statistics, production management, industrial management, or other fields related to the position; -OR-
· successful completion of two full years of progressively higher level graduate education leading to a master's degree. Your major study
was in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields
related to the position; -OR-
· successfully obtained an LL.B. or J.D. that is related to the position being filled; -OR-
· a combination of experience and graduate education as described above that equates to one year of experience.
For the GS-07:
· successful completion one full year of graduate level education. Your major was in business administration, accounting, law, marketing,
statistics, production management, industrial management, or other fields related to the position; -OR-
· successful completion of a bachelor's degree with superior academic achievement. Your major study was in business administration,
accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position; -OR-
· a combination of experience and graduate education as described above that equates to one year of experience.
