THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a GRANTS MANAGEMENT SPECIALIST (COOPERATIVE AGREEMENTS) TITLE 5 PERMANENT, Position Description Number T5869000 and is part of the NH ARNG USPFO, National Guard. This vacancy is to gather applications that may or may not result in a referral or selection.

Duties

As a GRANTS MANAGEMENT SPECIALIST (COOPERATIVE AGREEMENTS) TITLE 5, GS-1109-13, you will be responsible for administering and coordinating a complex Federal assistance agreement (grant, cooperative agreement), and support agreement portfolio which includes serving as a technical authority and resource with external recipients, Army National Guard (ARNG) units, Air National Guard (ANG) wings, in some states United States Space Force squadrons, and Joint Forces Headquarters staff offices. Provide authoritative technical advice on all aspects of grant/financial mechanisms across two current and overlapping fiscal years (Federal and State), across all open and active federal fiscal years (standard Not to Exceed five fiscal years for Cooperative Agreements), and through Continuing Resolution Authority (CRA) periods when applicable. Perform complex financial and administrative analyses of a variety of grant mechanisms to determine if costs are reasonable, allowable and allocable. Interpret, develop, and apply appropriate regulations, policies and procedures relating to a variety of grant mechanisms. Provide technical authority in the development and review of policy and procedural issuances from the Department, the agency, and Operational Directorates. Responsible for administering and coordinating a complex grants portfolio including Cooperative Agreements (CA) and highly technical special projects that have a value in the tens of millions of dollars and last up to two decades. Ensure recipients are in compliance with cooperative agreement awards' terms and conditions, established administrative and financial policies, procedures, and sound business practices. Provide subjective recommendations to the warranted grant officer, based on data reflected in the financial status reports, determines necessary action and prepares necessary documents. Review and comment on proposed changes in rules or regulations, conducts special studies, and prepares position papers and special reports. Serve as the USPFO's principal authority and subject matter expert in all Cooperative Agreements, Grants, General Terms &Conditions (GT&C), FS Form 7600s, Memorandum of Understanding (MOUs), support agreements, and grant matters. Review periodic and final financial status reports to ensure all obligations incurred meet conditions in DoD and NGB regulations, program guidelines, cost principles, and the specific limitations as stated in the Cooperative Agreements. Inspect and reconcile Program Manager records during the quarterly Joint Review Program (JRP) and assigns corrective actions as needed. Advise USPFO, TAG, NGB-AQ-A, other senior officials (state and Federal) and staff regarding Cooperative Agreement and Grant complex matters, involving current and future plans and their effect on long term projects and programs within the state National Guard (NG).

Requirements

  • Federal employment suitability as determined by a background investigation. This position requires a Secret security clearance; the incumbent of this position must obtain and maintain a Secret Clearance.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Maintains appropriate agency grants management certification. Fiscal Law, Master Cooperative Agreement Training certification every 3 years. Certification Level 3: THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position.
  • In accordance with Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Qualifications

GENERAL EXPERIENCE: To qualify for this position, your resume must clearly demonstrate experience that meets the requirements of this position. Therefore, we encourage you to be clear and specific when describing your work experience. SPECIALIZED EXPERIENCE: MUST have at least 1 year equivalent to at least the next lower grade GS-12. Specialized experience to provide training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, review panels, applicants, recipients, and subrecipients as needed; review and evaluate adequacy of Cooperative Agreements policies and procedures; oversee review, analyze, and evaluate GT&C applications, plans, and estimates; negotiate terms and conditions of GT&C awards to include costs, schedules, and oversight responsibilities; initiate and/or recommend that an audit be performed; conduct resolution of audit findings or monitoring audit resolution in partnership with Program Officials; managing and evaluating government programs and operational effectiveness, efficiency, or productivity within Federal agencies, and internal compliance with the policies, laws, and regulations governing those programs; Perform a variety of management tasks involved in developing, implementing, analyzing, evaluating, advising and/or improving the Cooperative Agreement Program, Grants and procedures. Well Qualified applicant will have Cooperative Agreement Training, Fiscal Law. Applicant will have completed Financial Mangement Level 3 Certification. Applicant will have ability to resolve complex problems regarding Grants Management and Cooperative Agreements.
