About the Position: Serve as an Explosives Safety Manager for the Division Commander. Under guidance and direction of the Division Safety Manager, Directs, manages, oversees, controls, implements, and evaluates the effectiveness of the Divisions, and subordinate units, explosives safety program.
Duties
Direct he effectiveness of the Division's, and subordinate units explosives safety program.
Assist Commanders and Safety Managers in developing explosive safety policies governing occupational safety criteria, guidelines, standards, etc.
Evaluate the seriousness of problems encountered, determines the necessity for explosive deviations and/or exemptions and prepare documents for appropriate Command level acceptance.
Monitor the effectiveness of explosive policies and procedures that present potential safety and health hazards to employees, civilians, contractor personnel, and when deployed Host Nation surrounding populace and infrastructure.
Develop explosive standard operating procedures (SOPs).
Perform hazard analysis, evaluates explosive hazards, and develops explosive licenses and safety site plans.
Assignment requires the application of professional explosives safety knowledge and techniques.
Participate in the design of new construction and maintenance and renovation of explosives facilities, ensuring compliance with explosives safety standards.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Work requires frequent onsite surveys with prolonged standing, walking, crawling, climbing, bending, crouching, stretching, reaching and other physical movements. May traverse rough terrain.
- May be required to wear protective clothing and equipment. The duty uniform is standard military issued clothing when deployed or in field conditions. Standard TA50 equipment will be issued per local requirements.
- Must obtain and maintain a valid stateside driver's license. Must obtain and maintain a U.S. Government Vehicle driver's license within 30 days of employment and be able to maintain the same.
- Percentage of time spent TDY is up to 50% (CONUS/OCONUS).
- This is a drug testing designated position. Must successfully pass a urinalysis screening prior to the appointment and periodically thereafter.
- Must be able to obtain and maintain Secret clearance.
- This position is designated as Emergency Essential. This position is considered essential to support Army's mobilization and wartime mission during periods of increasing tension or mobilization.
- Must be able to obtain an official government passport.
- This position is subject to the Lautenberg amendment as a condition of employment, selectee will be required to sign a form acknowledging understanding of this provision.

Specialized Experience: One year of specialized experience which includes performing a variety of safety duties related to military ordnance systems and develops explosive safety/weapons testing policies related to explosive licenses and safety site plans for the command or organization. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11or above.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-11.
