Incumbent serves as Chief of the Facilities Management Department of the Crownpoint Service Unit. Incumbent has the responsibility for planning, coordination, and directing the operations and functions of the department through one subordinate Maintenance Supervisor position and one Bio-medical Equipment Repairer. This position is located in the Facility Management Department, Crownpoint Health Care Facility, Crownpoint, New Mexico.

Duties

Serves as the Supervisory General Engineer and exercises overall supervisory responsibility for the planning, development, organization, integration and evaluation of the maintenance services for the Service Unit, and day to day supervision of personnel. Formulates and implements the overall Facilities Management Program Plan to satisfy varying requirements and priorities for services. Establishes or approves overall work schedules and determine individual or group work assignments. Develops and implements internal program plans and procedures to insure that subordinate supervisors implement the provisions of various government-wide agency or installation programs. Prepares the Service Unit Facilities Engineering Program Plan. Phases I/II work plan, which includes daily operations and maintenance, in-house projects services contracts, and projects assigned by Area Facilities Management in coordination with Division of Engineering schedules and priorities established by higher-level officials. Provides information and advice to staff and high-level supervision on organization's budget estimates, changes in techniques and standards. Advises and recommends on the selection and installation of specialized sophisticated patient bio-medical equipment and systems. Responsible for conducting periodic facility inspections in order to identify safety, construction, operations, equipment and housing deficiencies. Develops and implements the Facility Management Program and develop plans, coordinates activities and evaluate and assist in achieving compliance.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): A) Education - Successful completion of a Bachelor's or higher graduate degree in an engineering field; OR B) Combination - A combination of education and experience that provided the abilities required to perform engineering work. The adequacy of such a background must be demonstrated by one of the following: Professional Registration, or Engineer-in-Training, or Successful completion of at least 60 semester hours in courses related to an engineering major, or Successful completion of a Bachelor's degree in any related field plus 1 year of engineering experience. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: You may be considered for this grade level if you meet one of the following: 1 year of specialized experience equivalent to the GS-11 level that included (See Specialized Experience below). Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing professional consultative advice to management on the engineering problems and responsibilities involved in the maintenance and improvement of buildings, grounds, utilities, and equipment of a large and complex medical center/hospital; conducting continual program reviews; continuous supervision, determination of day-to-day work assignment priorities, review of quality and quantity of work products, and performance evaluation of supervisory subordinates; oversight of a preventive maintenance program and recurring and non-recurring maintenance programs of a large and complex facility; formulation of conceptual designs of major alterations, improvements, and additions including determination of the size and scope of work and detailed engineering cost estimates; predicting, developing, planning, and budgeting on a long-range plan and equipment needs of a large and complex medical center/hospital; application of new developments and experienced judgments to solve engineering related problems. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.

Education

Substitution of education for experience:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree with major study in engineering; OR
A combination of graduate education and specialized experience as described above. 1 year of specialized experience is equivalent to 12 months or 2080 work hours. 3 years of graduate education is equivalent to 54 semester hours.
